Stratfor hackers publish email, password data

Hackers affiliated with the Anonymous group published hundreds of thousands of email addresses belonging to subscribers of private intelligence analysis firm Strategic Forecasting along with thousands of customer credit card numbers.

The lists, which were published on the Internet late on Thursday, included information on people including former U.S. Vice President Dan Quayle, former Secretary of State Henry Kissinger and former CIA Director Jim Woolsey. They could not be reached for comment.

The lists included information on large numbers of people working for big corporations, the U.S. military and major defense contractors ? which attackers could potentially use to target them with virus-tainted emails in an approach known as "spear phishing."

The Antisec faction of Anonymous disclosed last weekend that it had hacked into the firm, which is widely known as Stratfor and is dubbed a "shadow CIA" because it gathers non-classified intelligence on international crises.

The hackers had promised that the release of the stolen data would cause "mayhem." A spokesperson for the group said via Twitter that yet-to-be-published emails from the firm would show "Stratfor is not the 'harmless company' it tries to paint itself as."

Antisec has not disclosed when it will release those emails, but security analysts said they could contain information that could be embarrassing for the U.S. government.

"Those emails are going to be dynamite and may provide a lot of useful information to adversaries of the U.S. government," said Jeffrey Carr, chief executive of Taia Global Inc and author of the book "Inside Cyber Warfare: Mapping the Cyber Underworld."

Stratfor issued a statement on Friday confirming that the published email addresses had been stolen from the company's database, saying it was helping law enforcement probe the matter and conducting its own investigation.

"At Stratfor, we try to foster a culture of scrutiny and analysis, and we want to assure our customers and friends that we will apply the same rigorous standards in carrying out our internal review," the statement said.

"There are thousands of email addresses here that could be used for very targeted spear phishing attacks that could compromise national security," said John Bumgarner, chief technology officer of the U.S. Cyber Consequences Unit, a non-profit group that studies cyber threats.

The Pentagon said it saw no threat so far.

"We are not aware of any compromise to the DOD information grid," said Lieutenant Colonel Jim Gregory, a spokesman for the Department of Defense.

In a posting on the data-sharing website pastebin.com, the hackers said the list included information from about 75,000 customers of Stratfor and about 860,000 people who had registered to use its site. It said that included some 50,000 email addresses belonging to the U.S. government's .gov and .mil domains.

The list also included addresses at contractors including BAE Systems Plc, Boeing Co, Lockheed Martin Corp and several U.S. government-funded labs that conduct classified research in Oak Ridge, Tennessee; Idaho Falls, Idaho; and Sandia and Los Alamos, New Mexico.

Corporations on the list included Bank of America, Exxon Mobil Corp, Goldman Sachs & Co and Thomson Reuters.

The entries included scrambled versions of passwords. Some of them can be unscrambled using databases known as rainbow tables that are available for download over the Internet, according to Bumgarner.

He said he randomly picked six people on the list affiliated with U.S. military and intelligence agencies to see if he could crack their passwords.

He said he was able to break four of them, each in about a second, using one rainbow table.

AP survey: Economy to pick up but still vulnerable (AP)

WASHINGTON ? The U.S. economy will grow faster in 2012 ? if it isn't knocked off track by upheavals in Europe, according to an Associated Press survey of leading economists.

Unemployment will barely fall from the current 8.6 percent rate, though, by the time President Barack Obama runs for re-election in November, the economists say.

The three dozen private, corporate and academic economists expect the economy to grow 2.4 percent next year. In 2011, it likely grew less than 2 percent.

The year is ending on an upswing. The economy has generated at least 100,000 new jobs for five months in a row ? the longest such streak since 2006.

The number of people applying for unemployment benefits has dropped to the lowest level since April 2008. The trend suggests that layoffs have all but stopped and hiring could pick up.

And the economy avoided a setback when President Barack Obama signed legislation Friday extending a Social Security tax cut that was to expire at year's end. But Congress could agree only on a two-month extension.

The economists surveyed Dec. 14-20 expect the country to create 177,000 jobs a month through Election Day 2012. That would be up from an average 132,000 jobs a month so far in 2011.

Dean Maki, chief U.S. economist at Barclays Capital, says the U.S. economy remains vulnerable to an outside shock. A big threat is the risk that Europe's debt crisis will trigger a worldwide credit freeze like the one that hit Wall Street in late 2008.

A shock to the U.S. economy, he says, might not be as dangerous if it were growing at a healthier 4 percent to 5 percent annual pace. But when growth is stuck at 2 percent or 3 percent, a major global crisis could stall job creation and raise unemployment.

Beyond Europe, troubles in other areas could also upset the U.S. economy next year, the economists say. Congressional gridlock ahead of the 2012 elections and unforeseen global events, like this year's Arab Spring protests, could slow the U.S. economy. Three economists said rising nuclear tensions with Iran are a concern.

Even without an outside jolt, the economists expect barely enough job creation in 2012 to stay ahead of population growth and the return of discouraged workers into the labor force.

"I just don't know if it's going to be enough to bring the unemployment rate down," says Chad Moutray, chief economist for the National Association of Manufacturers.

The AP economists expect the unemployment rate to be stuck at a recession-level 8.4 percent when voters go to the polls in November. Unemployment was 8.6 percent in November.

A majority (56 percent) of the economists say the economy will get a lift from Federal Reserve policies. The Fed has said it plans to keep short-term interest rates near zero through at least mid-2013 if the economy remains weak. The central bank also has begun a campaign to try to push down mortgage rates and other long-term interest rates through next June.

Those surveyed also think the economy is strong enough to withstand higher oil prices. At near $100 a barrel, oil prices are up 10 percent from a year ago. But only two of the economists AP surveyed expect the higher prices to slow the economy "a lot."

The economists expect the European economy to shrink 0.5 percent in 2011 ? and fall into a recession. Europe is slowing as heavily indebted countries slash spending and banks exposed to government debt curtain lending.

Among the gravest fears is that a major country like Italy will default on its debt, wiping out some banks with large holdings of European government bonds. A worldwide credit crunch like the one that followed the 2008 failure of Lehman Bros could follow.

Twenty-one of the economists listed Europe as a threat to the U.S. economy next year.

"If it were a big enough downturn, given the size of Europe, it could bring the world economy down into recession," says Allen Sinai, president of Decision Economics.

But overall, the economists see only an 18 percent chance that Europe's debt troubles will cause a recession in the United States.

The economists are divided over which one step European policymakers should take now to bolster the 17-country eurozone.

More than one-fourth say the European Central Bank should aggressively try to lower the borrowing costs of the Italian and Spanish governments by buying their bonds.

Nearly one-fifth say European countries should jointly issue "Eurobonds" to help finance weaker countries.

And 17 percent say European governments should slash spending.

Still, the economists expect European policymakers to find a way to prevent the crisis from escalating into a global financial panic.

If Europe can stabilize its economies, the U.S. stock markets would rally sharply, economists say, and prospects for U.S. economic growth would brighten.

"Europe appears to be the only real impediment to keeping this recovery from happening," said Joel Naroff, president of Naroff Economics.

Swift recovery of outbound market after Japan earthquake

Swift recovery of outbound market after Japan earthquake

Tuesday, December 27, 2011

The tourism market in Japan has been witnessing steady recovery after the earthquake in March, and it will see further improvement in 2012, both in terms of outbound as well as inbound travel.

Swift recovery of outbound market after Japan earthquake

The number of outbound travelers from Japan has been showing swift recovery since March. The impact on the outbound market is far less than the previous crises such as 9.11, SARS or Swine flu.

According to the latest figure released from Japan National Tourism Organization last week, the outbound growth for January to November 2011 was 1.2% increase compared to the same period last year. Year to date growth rate for departures already turned to positive in July and the number of outbound travelers in August recorded an 8.8% increase. ?Although the Japanese people suffered from serious psychological shock from the devastating disaster in early spring, the travel motivation has been undoubtedly strengthened rather than weakened after the quake? said Hiroshi Kurosu, senior researcher from JTB Foundation.

The post quake outbound market has been led by the young travelers, whereas the senior market has been seeing a little delay in the recovery. ?The young market suffered from long stagnation after mid-90s, but it finally came back to positive zone after the financial crisis in 2008, presumably because of the sudden rise of Japanese yen after the decade long depreciation. It?s truly encouraging to see that positive trend in young market has been fortified after the quake. It was only females which showed growth after the financial crisis, but now young male market is also growing.? said Kurosu.

2012 Outlook for outbound travel

Considering the recent market trend and the economic outlook, JTB Foundation forecasted the outbound demand for 2012 will be 17.40 million, a steady growth of 2.7%, based on a full year 2011 estimated result of 16.95 million. (Fig.3) Although the monthly growth rate in the latter half of 2011 hovered between 4%~8%, which was much higher than the forecasted growth rate for 2012, JTB Foundation foresees a slowdown in 2012 because the number of passports issued stayed in negative territory after the quake.

?The number of passports issued is one of the important leading indicators for travel demand. When the number of passports issued continues to drop, actual departures are not likely to maintain growth.? said Kurosu.

Chinese source markets are leading recovery of inbound travel

In contrast to the sound recovery of the outbound, the inbound demand to Japan marked the worst performance among past major crises. (Fig.5) There are five major source markets for Japan, namely, South Korea, China, Taiwan, US and Hong Kong. They comprise more than 70% of the total inbound arrivals. Among them, the monthly growth rates from Hong Kong, China and Taiwan were back to positive in October 2011 already. However, other major source markets have stayed in negative until the latest monthly figure from November 2011.

Regarding the outlook for 2012, China will be a leading market in the recovery. The Japanese government has gradually been easing its visa policy for China to boost the number of visitors to Japan. Although Japan lost approximately 1/4 of the Chinese arrivals in 2011, the relaxation of visa policy together with significant growth potential of the Chinese outbound market will lead to a strong recovery in 2012, surpassing the number of arrivals in 2010. Taiwan is another market which is expected to see more arrivals in 2012 than 2010. But arrivals for other major source markets will not reach the pre-quake level in 2012, although they will all show double digit growth due to the bounce back effect.

2012 Outlook for inbound travel

Based on analysis of the major source market performances, JTB Foundation is forecasting inbound arrivals in 2012 will be 7.90 million, a 26.5% increase. It will not reach the 8.61 million arrivals achieved in 2010, which was the highest ever figure. Japan will need a little more time to surpass the pre-quake arrivals.

2012 domestic travel market outlook

JTB Foundation announced the forecast for domestic travel demand in combination with the outlook for international travel. As mentioned in the outbound market forecast, the Japanese travel market has been showing good recovery. In fact, some figures both from market and industry are suggesting that for the full 2011 year, domestic travel demand may become almost flat, or possibly show a little growth, but probably not a significant decrease. This is partly due to the rise of reconstruction demand and the increase of non-holiday family travel, such as visiting parents and/or relatives living in remote areas. The disaster motivated people to strengthen the family bondage by visiting each other. In addition, holiday demand has not exhibited poor performance excluding the period immediately after the earthquake. ?People have been encouraged to go traveling after the quake. Many people have recognized again that travel is something very essential in life when they come to think about what is fundamentally important for oneself" said Kurosu.

Based on the observations of the latest performance, JTB Foundation is forecasting a 2~3% increase for domestic travel demand in 2012.

Tiger Mom: I'm a Paper Tiger When It Comes to College

Chinese father is media sensation at home for his tough discipline

(NEWSER) - "Tiger Mother" Amy Chua may have been strict with her daughters, pushing academics ahead of sleepovers, but she's practically a kitten compared to "Wolf Dad" Xiao Baiyou, who has written a bestselling book in mainland China originally called Beat Them Into Peking University, reports NPR . Xiao boasts of having more than 1,000 rules for his four children?from how to hold chopsticks to how to sleep and use a quilt. "If you don't follow the rules, then I must beat you," Xiao says. He uses a feather duster, however, not a belt. More?

Considering the many failures of President Barack Obama

Posted: Monday, November 28, 2011 12:00 am

The Editor, New Era,

I am a firm believer in ?May the best man win? but Obama has never appeared to be the best man, in my analysis. I find him to be all show and no substance. That does not make for good leadership at any level. All of his speeches are choreographed words meant to please but not promise or guide. When the public accept them as promises, he is soon back pedaling. If they use them as guides then they end up off trail in deep doo-doo.

Israel cancels $141mln defense deal with Turkey

December 23, 2011 - 11:23 AMT

PanARMENIAN.Net - Israel has canceled a $141 million defense deal with Turkey, a reflection of the steep deterioration in relations between the former allies, Today's Zaman reported.

Israeli officials said Thursday, December 22, they are concerned that Turkey could deliver the state-of-the-art airborne intelligence units to third parties hostile to Israel.

They said the deal was signed in 2008.

Officials in Israel's Defense Ministry and Elbit Systems, the manufacturer of the system, confirmed the deal was called off. They spoke on condition of anonymity because of the diplomatic sensitivity of the matter. There was no immediate comment from Ankara.

Is Your Bank Small Business Friendly?

When it comes to getting a small business loan, does it matter whether the bank you borrow from is a small bank or a large bank? The New York Times reports that larger banks are making fewer SBA-backed loans to small business, leaving the market open to smaller community banks. But do smaller banks do more for small business?

small business bank

Ami Kassar, CEO of?MultiFunding LLC,?thinks they do. In an article on?Huffington Post, Kassar was quoted as saying:

?I?d rather deposit my money into a bank that is more likely to take that money and lend it out to other small businesses that need it than to a large multinational bureaucracy that is far less likely to make loans to small businesses that help the economy.?

But do community banks really contribute that much more to their local economies than larger banks with dozens of branches in a single city??Chase, for one, provides grants and investments in communities?each year. So does?Bank of America. And with deeper pockets than any regional bank could ever have, is it fair to criticize larger banks for not understanding small businesses simply because they?re not small themselves?

Who?s Willing to Lend?

MultiFunding, which advises small businesses on the best loan for their situations,?recently came out with a bank lending grader tool. ?Using the tool, you can find out?how small-business friendly different banks are. ?The tool rates 6,800 banks in the United States. The tool calculates the rating based on?quarterly FDIC call reports, as well as the total small-business loan balance for each bank divided by its total domestic deposits.

It assigns each bank a grade (A, B, C, D or F). ?Most banks (82.5%) get a grade of A or B, meaning that they use at least 10% or more of their deposits to make small business loans. ?About 1187 of the banks use less than 10% of their deposits to make small business loans ? they got ratings from C through F. Figures are based on data as of June 30, 2011. ?Kassar says:

?The tool will help small business owners find banks in their areas that are most likely to make small business loans.? This way they don?t have to waste time at banks that say they?re lending ? but aren?t doing their fair share.?

MultiFunding?s tool does not give insight into how much a bank gives back to a particular local community.

How Should You Rate A Bank Lender?

MultiFunding?s tool is a place to start. ?The information is valuable and takes only a minute to look up.

But Rohit Arora, CEO of Biz2Credit, says there are other ways to judge a bank when looking for a small business loan. He notes these key questions you should ask when you?re considering a loan:

  • What is the bank?s underwriting criteria? (credit scores, number of years in business, etc.)
  • What industries does it fund?
  • What age of business does it want?
  • Does the bank make SBA loans or is it a non-SBA lender?
  • Will the bank fund startup loans?

The key is to do your homework. Look at a variety of resources out there. The SBA website gives you a checklist?to determine what sort of loans or financing you qualify for. If you want assistance finding a loan, consider working with a company like MultiFunding, Biz2Credit or Intuit Loan Finder?to work with a loan expert. ?And there?s plenty of content online, such as what?s found on Paychex?s brand new Build My Biz?site.

Mara denies calling 'SVU' 'awful' and 'stupid'

Rooney Mara has been getting all kinds of flack for apparently bashing "Law & Order: SVU."

But did she actually diss the show like so many are reporting?

No! "The Girl With the Dragon Tattoo" star never slammed the NBC procedural.

The New York Post's Page Six claimed earlier this week that the 26-year-old actress dissed the time she worked on "SVU" in a new interview in Allure magazine. "It was so awful. So stupid," Mara said, according to the gossip column.

Well, turns out she never said anything of the sort.

"That was my first job," Mara says in a new interview with The Huffington Post. "It couldn't have been more exciting for me. It's an experience I hold very dear to my heart."

"If anything, I didn't mean that the storyline was ridiculous; I meant that humanity is ridiculous," Mara explained. "I know that 'Law & Order' makes their episodes out of real things that are happening in the city, so to me, by 'ridiculous' I meant that humanity is ridiculous. Time Warner Cable shows Android some love with My TWC app and TWC TV for phones

We're still waiting for Time Warner to bring its live TV streaming to Android, but the platform is enjoying some exclusive support today with two new apps. The first is the My TWC account management app which lets subscribers view their services, pay bills, adjust call forwarding and, soon, tap into their voicemail remotely. The other one is a new version of its TWC TV app, reformatted to work on phones even while the TWCable TV app on iOS is still a tablet only affair. iPhone and Android owners alike shouldn't have to wait long for their relief however, as the iPhone edition is slated to arrive in January, and ICS-enabled live TV streaming is still on the roadmap for "early next year." Hit up the corporate blog for the full feature lists and breakdowns, or just head over to the Android Market to install either free app.

Looking for test-players for a Sci-Fi/Fantasy RP

Hello everyone,

I'm looking for some test-players for a Science Fiction / Fantasy game I've developed with a few friends of mine.
I would prefer if someone would volunteer as Game Master, although I?d gladly assist with anything you may need help with.

In March 2012 we plan to release our New Horizon Roleplaying Game Compendium - 2nd Edition. It will be a 340 page book in Letter size, and we?ll print 1,000 copies of it to start with. Any group of people who?d be willing to test play the game for us would get their names put into the book (under Credits for Test Players). But you?d have to test play the game in a forum (like this one) and give me your thoughts about the game and system afterwards.

I would like to know what you think is most fun with the game, but also what?s the worst thing about it in your opinion and what you think should be improved for future updates. It is enough that the assigned GM provides me with this information. The assigned GM will be credited as a GM and awarded afterwards. The GM must also inform me who test played the game (the names to be put into the book) and a link to the forums where I can see where you played it.

PS! We will only put your name in the book if you provide us with your real name (given name + surname/family name). We also require permission from you to put your name in our book.

You can also contact me at michal[at]newhorizonrpg.com

Allow me to give you a small introduction to New Horizon to show you what kind of game you?ll be dealing with!

--------------------------------------------------------

Image

Introduction

New Horizon is mankind?s new home among the stars. It?s the world which became their new home after leaving Earth. The settlers are surrounded by bizarre alien creatures that are often as deadly as they are amazing. Their lives are filled with the wonders of technology, but are held together by the strength of their resolve. Mankind walks this new world hand in hand with wafans, their sister race of sentient living machines, designed during the darker days of humanity?s past.

New Horizon is not a game where you win and that's the end. Because of the different experiences and imaginations of every individual that comes to the game, New Horizon has an endless variety of stories and experiences for the characters. The game is typically played among a group of friends, usually face to face around some type of gaming surface, but occasionally across the internet at places such as our forums.

The entire endeavor is the creation of a collaborative story between the players and the GM. Players take on the role of an individual on New Horizon, known as their character or a PC (Player Character). They design the character's background story, looks, mannerisms, physical and mental abilities and any other little quirks they can think of to add. The GM takes control of the rest of the world, from animals and governments to weather and Non-player characters (NPCs),and sets the general direction of the story. This general idea may drastically change depending on the players. The GM sets obstacles or opportunities in the path of the players, and the story evolves depending on how they react to each circumstance.

Many things in the game follow common sense, but dice are utilized when there is a chance for success or failure. The New Horizon Roleplaying Game uses the Volt system, which requires just two 20 sided dice (D20's). These dice are rolled and then compared to information on the character's record sheet that is calculated during character creation.

Further information on the Volt system can be found here: http://www.voltsystem.net/doku.php

--------------------------------------------------------

Many things about New Horizon make it unique. One such example is ?wafans?, who are often confused with droid robots but who are in reality living beings. There are also medeans, who are the next evolution of humanity, and something both new and unique. They are humans who have been ?merged? with the unique fauna of New Horizon and they are truly exceptional. The unique wildlife of this moon is yet another thing that makes New Horizon stand out. We also have the alien flora found all over the world, and the inexplicable phenomenon known as Volitaires, Moai, Motes and Whorls.

On Earth, humans reached what could be called a technological pinnacle. They had everything. They even created wafans. When they came to New Horizon, things changed. On Earth, humans had allowed their technological evolution to grow one step at the time. Everything was slowly but systematically evolving, for the better and for the sake of advancement. But when they came to New Horizon, certain things took a huge step back. Cities like Avalon felt little change. The capital of New Horizon is as modern as anything ever found on Earth, but cities like Trapper Town did not have the proper equipment to become a modern city to the same extent.

When Trapper Town was first created, people had to use the materials and equipment that they had with them. Any transportation for larger cargoes was at that time not widely available. This is not to mention that raw materials were still hard to come by. Mining had begun, but not to a great enough extent to make a large difference, and only a few companies existed which were able to do something useful with such raw materials. Most of the things that were created went directly to Avalon, Warhead, Xanadu and Glacier Run City, so the rest of the world was still far less advanced.

Nowadays, many towns and cities in the Walk of Man look like something from the old Wild West or worse, but always with a certain touch of high technology. For similar reasons, many places on New Horizon look like something from either the Middle Ages in Europe or the 19th century in the USA. Certain things are state-of-the-art, but most of the rest is simply old and obsolete. New Horizon is much like the old west, if someone had accidentally teleported it into the future.

New Horizon is a world of action and adventure, where people can explore enormous areas from the great heights of the Azuremar Mountains to the dark depths of the Narehlian jungles, from the frozen plains of the Aquilon?s Reach to the lifeless deserts of the Neo Titanian landscape. Adventurers are encouraged to explore every available part of the world, but know that not all places are easily attainable. Trains and planes exist, but only between major cities. Smaller cities and other areas which are more out of the way are usually harder to reach and sometimes even unattainable.

The world also exhibits a somber side. Not all adventures end happily, even if some do. However, some individuals are still humorous enough to sprinkle the world with some rays of happiness.

New Horizon is unique in many ways. Even though it is a science fiction type of world, it creates the feeling of being a fantasy type of world instead, where people are required to run all around the world on foot, explore forests, mountains, caverns and deserts. If it hadn?t been for the wafans and certain technologies, it would have been seen as a fantasy world instead.

--------------------------------------------------------

Getting Started

1) Fist, you need to set up a group of players, and one of you would have to volunteer to be the Game Master (GM). Post here if you want to announce that you want to play. The GM can of course start up other threads more suitable to his/her needs. Don?t be afraid to volunteer as a GM. Playing this game is not much unlike playing any D&D game, so if you?ve done that then it won?t be hard for you to run the game as a GM at all.

2) The next step would be character creation. We have a free Starter Guide as PDF at our website which will give you the basics, (and please forgive us for any spelling errors you may find, we will release a new Starter Guide in Q1 of 2012).

However, the fastest way to create a player character is to use this Character Creation website: http://www.newhorizonrpg.com/volt/chara ... /index.php
You need to specify your number of Geodites (New Horizon money) and number of Points (for Attributes, Traits, etc.) This number is usually decided by the GM. If you want the players to be average Joes then I recommend 45,000 Geodites and 45 Points. If you want them to be experienced adventurers, then I recommend 60,000 Geodites and 60 Points.

3) Then the GM must set up a campaign. Learn about the different places of the world from our website. Go to ?Planet? and read about the different places where you can play your game. Choose anything from the wild-west inspired Trapper Town to the ice-cold tundra around Glacier Run City or the wild jungles around the Port of Narehl.

Additional RPG materials can be found here: http://www.newhorizonrpg.com/games_rpg.php

The D20 system we use is called Vo|t and it only requires two D20 dice. For forum games we normally use a digital dice which you can find here: http://www.newhorizonrpg.com/volt/index.php

But remember, normally you only need to use Vo|t when you cannot decide fairly the outcome of a battle, or a specific choice or action. However, most encounters can usually be decided without making a dice roll. For this reason, you can choose yourself how to play your game. You can make dice rolls for everything single action in the game or very seldom and only when no other option is available to make a fair decision. The choice is yours!

--------------------------------------------------------

So, do you think it would be possible for me to find some test players at these forums?

"For nine seasons, I was blessed to have been given the opportunity to change lives across the globe with the help of loving communities, generous sponsors, and a cast that has become my second family," interior designer Michael Moloney said in a statement. It is with a somber heart I close this chapter, but with such excitement I begin the next one."

ABC says that "Extreme Makeover: Home Edition" ? which back in 2005 was pulling in an average 16 million viewers a week but dipped to less than 9 million last season ? will continue in the form of periodic TV specials.

The Emmy-winning series will sign off in true "Extreme Makeover" fashion on Jan. 13 with its 200th episode, shot in the tornado-ravaged town of Joplin, Mo.

Nazi hunters boost drive to find their aging prey

Efraim Zuroff, chief-Nazi hunter of the Simon Wiesenthal Center and director of the Center's Jerusalem Office, announces on Wednesday the launching of "Operation Last Chance II" during a news conference in Berlin, Germany.

The Simon Wiesenthal Center on Wednesday launched a new race against time to prosecute Nazi war criminals still alive 66 years after the end of World War II.

Efraim Zuroff, the center's top Nazi-hunter, told reporters in Berlin that "Operation Last Chance II" would provide up to 25,000 euros ($32,900) in reward money for information that leads to the investigation and prosecution of war criminals.

"Whatever can be done has to be done very promptly and as quickly as possible because time is running out," Zuroff said, claiming the passage of time does not diminish the guilt of the killers.

The effort comes after German prosecutors said in October that the successful conviction of former Ohio autoworker John Demjanjuk had set a precedent?that allowed them to reopen hundreds of dormant investigations.

Demjanjuk, 91, was convicted in May of thousands of counts of accessory to murder after a Munich court found he served as a death camp guard ? the first time a suspect had been found guilty without evidence of a specific crime. The court ruled that any guard at a Nazi camp whose sole purpose was to kill people could be convicted of accessory to murder.

John Demjanjuk emerges from a Munich, Germany, court on May 12, 2011, after a judge sentenced him to 5 years in prison for charges related to 28,060 counts of accessory to murder.

Demjanjuk denies having ever served as a guard and is appealing the verdict.

"What this conviction does is set a legal precedent that should pave the way for the prosecution of many people who were on a daily basis over a prolonged period of time involved in mass murder but who had been ignored," Zuroff said.

About 4,000 people were either guards at the four Nazi camps used only for killings ? Belzec, Sobibor, Chelmno and Treblinka ? or members of the Einsatzgruppen death squads responsible for mass killings, particularly early in the war before the death camps were established.

Zuroff said that he did not know how many were still alive ? the youngest would now be in their 80s ? but that he guessed conservatively there could be 80 or more.

"I think it's not a gross exaggeration to assume that 2 percent are still probably alive," he said.

Zuroff said a high-ranking living Nazi is in sights but he cannot reveal his name because of an ongoing criminal investigation, the Jerusalem Post reported.

"I am not saying who because he?s a flight risk," Zuroff said. "This person was a commander and involved in very serious actions against Jews."

Zuroff also said Klaas Farber, an alleged SS hitman in Holland, was the most senior Nazi known to be alive today. Faber lives in the Bavarian city of Ingolstadt, Germany.?He was sentenced in a Dutch court in 1947 was convicted of murdering 22 Jews in the occupied Netherlands during WWII, but he escaped?prison in 1952.

Prosecutors in Dortmund also are currently investigating six former members of an SS armored division that was responsible for the largest massacre in Nazi-occupied France under the same theory that led to Demjanjuk?s prosecution.

The Wiesenthal Center is asking for tips?to a new hotline in Germany. Though the focus of the investigation is Germany, Zuroff said suspects could live anywhere in the world.

A reward of 5,000 euros will be paid for the information upon the indictment of a suspect, another 5,000 euros upon conviction, and a further 100 euros per day spent in prison ? up to 150 days ? for a total of 25,000 euros, Zuroff said.

The center's original "Operation Last Chance" was launched in 2002 and targeted primarily eastern European countries. It ended up with 102 suspects' names being turned over to prosecutors. Of those, only a handful were ever indicted or tried, Zuroff said.

Zuroff said that at this late stage, with few witnesses left and suspects' health often preventing them from being brought to trial, he measures success in six stages: exposure; official investigation; indictment; trial; conviction; and punishment.

"It's very hard today to get to stage six," he said.

"The answer is very simple," Zuroff said. "One, the passage in time does not diminish guilt of killers. Two, old age does not afford protection to?murderers. Three, all the victims deserve efforts to find their killers. Four, it sends an important message to those today that they are being brought to justice."

Former Ohio resident John Demjanjuk is found guilty for his involvement in thousands of deaths at a Nazi death camp during World War II.
