Soldier pleads not guilty to most serious charge in WikiLeaks case

FORT MEADE, Maryland (Reuters) - The U.S. Army private accused of providing diplomatic cables and other secret documents to the WikiLeaks website pleaded guilty on Thursday to misusing classified material, but denied the most serious charge in the case, aiding the enemy.

Private First Class Bradley Manning, 25, entered the pleas prior to his court martial, which is set to begin on June 3, in a case that centers on the biggest leak of government secrets in U.S. history.

"I believe that if the general public ... had access to the information ... this could spark a domestic debate as to the role of the military and foreign policy in general," Manning, dressed in full military uniform, testified calmly.

Reading from a 35-page statement as he remained seated next to his lawyers, the short, slight private described his feelings after he submitted the secret information to WikiLeaks.

"I felt I accomplished something that would allow me to have a clear conscience," said Manning, who spoke under oath for more than an hour.

At the hearing, Manning pleaded not guilty to the most serious charge, aiding the enemy, through his attorney. Manning, who has been jailed at Quantico Marine Base in Virginia for more than 1,000 days, could face life imprisonment if convicted of that charge.

He pleaded guilty to a series of 10 lesser charges that he misused classified information at the hearing before military judge Colonel Denise Lind. He faces a maximum of 20 years in prison for those charges.

Under a ruling last month by Lind, Manning would have any sentence reduced by 112 days to compensate for the markedly harsh treatment he received during his confinement. While at Quantico, Manning was placed in solitary confinement for up to 23 hours a day with guards checking on him every few minutes.

Manning admitted to unauthorized possession and willful communication of information from military databases, including the Combined Information Data Network Exchange Iraq and Combined Information Data Network Exchange Afghanistan.

He also admitted to misuse of documents from the U.S. Southern Command pertaining to Guantanamo Bay, a memo from an unnamed intelligence agency, and records from a military operation in Farah province in Afghanistan.

Manning, an Army intelligence officer, was arrested in May 2010 while serving in Iraq and charged with downloading thousands of intelligence documents, diplomatic cables and combat videos and forwarding them to WikiLeaks.

WikiLeaks began exposing the U.S. government secrets in the same year, stunning diplomats around the world and outraging U.S. officials who said damage to national security from the leaks endangered U.S. lives.

WikiLeaks founder Julian Assange has taken refuge in the Ecuadorean Embassy in London since June to avoid extradition to Sweden for alleged sex crimes.

Doubts Emerge on the Value of Very Low Cholesterol Levels

Soon after Joseph Francis learned that his levels of ?bad? LDL cholesterol sat at twice the norm, he discovered the short?comings of cholesterol-lowering drugs ? and of the clinical advice guiding their use. Francis, the director of clinical analysis and reporting at the Veterans Health Administration (VA) in Washington DC, started taking Lipitor (atorvastatin), a cholesterol-lowering statin and the best-selling drug in pharmaceutical history. His LDL plummeted, but still hovered just above a target mandated by clinical guidelines. Adding other medications had no effect, and upping the dose of Lipitor made his muscles hurt ? a rare side effect of statins, which can cause muscle breakdown.

So Francis pulled back to moderate Lipitor doses and decided that he could live with his high cholesterol. Later, he learned that other patients were being aggressively treated by doctors chasing stringent LDL targets. But Francis found the science behind the target guidelines to be surprisingly ambiguous. ?You couldn?t necessarily say lowering LDL further was going to benefit the patient,? he says.

The standard advice may soon change. For the first time in more than a decade, the US National Heart, Lung and Blood Institute is revising the clinical guidelines that shaped Francis?s treatment (see ?How low can you go??). Expected to be released later this year, the fourth set of guidelines, called ATP IV, has been drawn up by an expert panel of 15 cardiologists appointed by the institute. The guidelines will set the tone for clinical practice in the United States and beyond, and will profoundly influence pharmaceutical markets. They will also reflect the growing debate over cholesterol targets, which have never been directly tested in clinical trials.

Since 2002, when ATP III called on doctors to push LDL levels below set targets, the concept of low cholesterol has become synonymous with heart health. Patients brag about their cholesterol scores, physicians joke about adding statins to drinking water, and some hospitals reward doctors when patients hit cholesterol targets.

In 2011, US doctors wrote nearly 250 million prescriptions for cholesterol-lowering drugs, creating a US$18.5-billion market, according to IMS Health, a health-care technology and information company based in Danbury, Connecticut. ?The drug industry in particular is very much in favour of target-based measures,? says Joseph Drozda, a cardiologist and director of outcomes research at Mercy Health in Chesterfield, Missouri. ?It drives the use of products.?

ATP III reflected a growing consensus among physicians that sharply lowering cholesterol would lessen the likelihood of heart attacks and strokes, says Richard Cooper, an epidemiologist at the Loyola University of Chicago Stritch School of Medicine in Illinois, who served on the committee that compiled the guidelines. The committee drew heavily on clinical data, but also took extrapolations from basic research and post hoc analyses of clinical trials. LDL targets were set to be ?less than? specific values to send a message, Cooper says. ?We didn?t want to explicitly say ?the lower the better? because there wasn?t evidence for that,? he says. ?But everybody had the strong feeling that was the correct answer.?

By contrast, the ATP IV committee has pledged to hew strictly to the science and to focus on data from randomized clinical trials, says committee chairman Neil Stone, a cardiologist at Northwestern University School of Medicine in Chicago. If so, Krumholz argues, LDL targets will be cast aside because they have never been explicitly tested. Clinical trials have shown repeatedly that statins reduce the risk of heart attack and stroke, but lowering LDL with other medications does not work as well. The benefits of statins may reflect their other effects on the body, including fighting inflammation, another risk factor for heart disease.

Krumholz?s scepticism is rooted in experience. In 2008 and 2010, the Action to Control Cardiovascular Risk in Diabetes (ACCORD) clinical trial challenged dogma when it reported that lowering blood pressure or blood sugar to prespecified targets did not reduce the risk of heart attack or stroke. In the case of blood sugar, the risks were worsened. The trial demonstrated the folly of assuming that risk factors must have a causal role in disease, says Robert Vogel, a cardiologist at the University of Colorado, Denver. ?Short people have a higher risk of heart disease,? he says. ?But wearing high heels does not lower your risk.?

Jay Cohn, a cardiologist at the University of Minnesota Medical School in Minneapolis, also worries that the focus on LDL levels offers up the wrong patients for statin therapy. Most of those who have a heart attack do not have high LDL, he notes. Cohn advocates treating patients with statins based on the state of health of their arteries, as revealed by noninvasive tests such as ultrasound. ?If your arteries and heart are healthy, I don?t care what your LDL or blood pressure is,? he says.

?We can?t just assume that modifying the risk factor is modifying risk.?
Not all cardiologists want to abolish LDL targets. Indeed, Seth Martin, a fellow in cardiology at Johns Hopkins University School of Medicine in Baltimore, Maryland, believes that ATP IV should reduce LDL targets further. The simplicity of targets has helped to deliver an important public-health message, he says, and motivated many patients to get the statin therapy that he believes they need. ?Just to throw that out the window doesn?t seem like the ideal scenario.?

Whatever the decision, the pharmaceutical industry will be watching closely, says Donny Wong, an analyst at Decision Resources, a market-research company based in Watertown, Massachusetts. Although most statins are off patent, the big pharmaceutical companies are racing to bring the next LDL-lowering drug to market. In particular, millions of dollars have been poured into drugs that inhibit a protein called PCSK9, an enzyme involved in cholesterol synthesis. This approach lowers LDL but has not yet been shown to reduce heart attacks or strokes.

Francis expects the new guidelines to relax the targets. He and his colleagues decided last autumn to change the VA?s own clinical standards, so that they no longer rely solely on an LDL target but instead encourage doctors to prescribe a moderate dose of statin when otherwise healthy patients have high LDL cholesterol. The ATP IV guidelines will take a similar approach, he speculates, noting that the VA consulted several outside experts who are also serving on the ATP committee.

Despite an increasingly vegetarian diet, Francis?s cholesterol has not budged. ?Sometimes I want to call my physician and say, ?Don?t worry about that target,?? he says. ?It?s going to be changing very soon.?

MacFarlane doesn't mince words at Oscars

With jokes about domestic violence, breast-baring actresses, picking up Sally Field and a presidential assassination, Seth MacFarlane certainly didn't go soft during his first turn as Oscars host.

MacFarlane has the good looks and suave manner of a typical show host, but he was a nontraditional choice for the Oscars. His creative calling card is behind-the-scenes work, as maker of the TV show "Family Guy" and movie "Ted." He tried to soften it with self-deprecation, but MacFarlane quickly proved a polarizing choice.

After MacFarlane appeared uncomfortable telling jokes in the opening monologue, he brought on William Shatner via video hook-up for an extended riff on Shatner as a time traveler appearing from the future trying to save MacFarlane from himself.

It sent MacFarlane into some high concept comedy. He was shown in a song and dance routine, backed by the Los Angeles Gay Men's Chorus, naming famous actresses and the films where they displayed their breasts. During a quick cutaway, Charlize Theron ? one of the actresses named ? did not appear amused.

In another skit, scenes from the movie "Flight" were performed by sock puppets. An overly long skit ? again designed to illustrate MacFarlane's "bad taste" ? showed him wearing a Flying Nun costume in an attempt to pick up Sally Field backstage.

MacFarlane drew groans with a reference to pop stars Rihanna and Chris Brown, back together as a couple four years after a domestic violence incident involving the two.

Talking about the movie "Django Unchained," MacFarlane called it "the story of a man fighting to get back his woman, who's been subject to unthinkable violence. Or as Chris Brown and Rihanna call it, a date movie."

MacFarlane drew more groans from the audience during a discussion of the movie "Lincoln" and actors who had portrayed the 19th Century president.

"I would argue that the actor who really got inside Lincoln's head was John Wilkes Booth," MacFarlane said.

He seemed to anticipate and delight in the response. "150 years and it's still too soon, huh? I've got some Napoleon jokes coming up."

In his opening monologue, MacFarlane delivered a quick, knowing poke at the academy for snubbing Ben Affleck as a best director nominee for the movie "Argo." He referred to the movie's story about an undercover mission to rescue Americans trapped in Iran during the 1980 hostage crisis.

"The story is so top secret that the film's director is unknown to the academy," MacFarlane said.

He joked about "Lincoln" best actor nominee Daniel Day Lewis' habit of staying in character during filming days even when the cameras were turned off, addressing him: "If you bumped into Don Cheadle in the studio lot, would you try and free him?"

MacFarlane appeared to loosen up once his opening routine was over. He drew some laughs with a handful of solid jokes when talking about Quvenzhane Wallis, the 9-year-old best actress nominess for "Beasts of the Southern Wild. "George Clooney smiled at a joke about Wallis being a future dating partner.

The puppet teddy bear of "Ted" even got in a few Jewish jokes during a routine with Mark Wahlberg. The bear claimed to be Jewish, which he thought was a prerequisite for working in the film business.

"I was born Theodore Shapiro and I would like to donate money to Israel and continue to work in Hollywood forever," the bear said.

"You're an idiot," Wahlberg retorted.

Some of MacFarlane's jokes drew rebukes by tweeters, while his supporters countered that the Oscars should have known what they were getting when hiring him. In the weeks before he took the stage, MacFarlane frequently predicted he would be savaged by critics. His opening routine with Shatner even had the "Star Trek" actor displaying a supposed headline from the future saying MacFarlane was the worst Oscars host ever.

And it was difficult to tell how much he was joking when he introduced Sandra Bullock for an award presentation.

"Our next presenter portrayed a raging alcoholic in the movie '28 Days,' which is kind of a weird coincidence because I'm going to be playing one in about an hour and a half," he said.

Barnes & Noble may be aiming to lower the investment it puts into its Nook hardware efforts, sources of the New York Times report. Following less than stellar results in its Nook division -- which encompasses e-readers, tablets and e-book sales -- B&N executives are looking into the amount of money they spend on devices that aren't directly profitable. The Nook tablets, which are well known for being cheap for their hardware and relatively easy to hack, are simply too low margin for the nation's largest book chain to be focusing on.

“They are not completely getting out of the hardware business, but they are going to lean a lot more on the comprehensive digital catalog of content,” reports the unnamed source.

The hope going forward, it seems, will be for B&N to focus on licensing its software and content to other manufacturers to take advantage of. This is a complete turn-around from last year, when the book giant expressed that Nook was to be the future of its business. It's also interesting to look at in comparison to Amazon, which seems quite content selling hardware at break-even (or even loss) prices to push sales of digital content. Companies can only take initiatives so far before they need to consider the bottom line, though.

Meet the Gun-Loving, Straight-Talking, 2016 Democratic Presidential Dark Horse

To catch former Montana Gov. Brian Schweitzer, look in Georgetown. Georgetown Lake in Montana, that is, a place nowhere close to resembling the nation?s capital or anything in it. The colorful Democrat, who has been receiving plenty of presidential and Senate speculation since leaving the governorship, passes his days running his natural-resource businesses, snowmobiling, and ice fishing.

But while Schweitzer sounds uninterested in a Senate campaign against Democrat Max Baucus -- he declined to answer questions about the six-term senator in an interview -- he?s not closing the door on a future presidential run.

?That?s a long time from now,? he told National Journal about his 2016 prospects. ?Gosh, I got businesses to run right now. I?m concentrating on that right now, and what the future holds, the future holds.?

Schweitzer could be a 2016 dark horse; he was a popular Democratic governor in a red state and is no stranger to working the media and the national stage with his larger-than-life personality. This is a governor who, despite a gun ban in the state Capitol, kept one on his office wall. A governor who vetoed Republican bills by burning the word ?VETO? onto them using a branding iron. A governor who can handle Letterman.

Montana Democrats warn not to rule out him out as a viable presidential candidate, citing his mastery of the working-the-room, grabbing-shoulders, stump-speech-giving brand of politics.

?There are a lot of Beltway types that are skeptical of his ability,? says one former Baucus aide. ?If Hillary [Rodham Clinton] runs, all bets are off, no one can contest her in a primary. If she doesn?t, then Brian Schweitzer is the kind of guy who can run away with Iowa.?

Schweitzer said he?s ?been a person that believes government has no place standing between you and your physician and government has no place in your bedroom.?

As a Democrat from a gun-owning state, he?s in favor of background checks while also saying he has ?more [guns] than I need and less than I want.? When asked how many and what kinds of guns he owns, he responded, ?None of your damn business.?

He?s even hedging on his past insistence he wouldn?t run against Clinton if she were in the race. While still governor, Schweitzer had said that if Clinton runs, she?ll get the nomination and ?it?s lights out.? Now he points to the 2008 primary as a cautionary tale that the presumed front-runner doesn?t always walk away from the nomination: ?It?s tough to know. Before she ran for president last time, people thought, ?Gosh, if Hillary Clinton runs, it?ll be she or Dodd or Biden.? Someone said it could be Richardson. It?s a long time from now.?

But, he added, ?The Clintons have built decades of support, financial support. Of course these offices require a great deal of money.?

Recent buzz has centered over whether Schweitzer will indeed challenge Baucus in a 2014 -- which some Montana Democrats privately say is more rumor than reality and is intended to keep Schweitzer in the limelight. A Public Policy Polling survey showing him leading Baucus by 18 points was posted on his Facebook page (he has said he didn?t post it himself). ?The rumored primary battle is more fodder for news columns than it is real,? one senior Montana Democratic strategist says.

There is no love lost between the two Democrats -- they?ve long had a cold relationship, particularly since Baucus?s role in shepherding Obama's health care law through Congress. (Schweitzer is a vocal advocate of a single-payer health care system.) They also have vastly different styles -- Schweitzer is gregarious; Baucus is more introverted. Schweitzer declined to comment on Baucus?s record as a senator or his approval ratings.

So why not make a run for it? For one, the primary contest would be one of the few Democrat-on-Democrat Senate battles of 2014, with the eventual winner emerging badly bruised before having to take on a Republican in a conservative state.

And while Schweitzer looks well-positioned now, Baucus has loads of money (about $3.6 million on hand) and the proven ability to raise even more. His allies point to how he?s helped build the state?s party infrastructure and to his seasoned campaign apparatus.

?If there were a primary battle, it would not be pretty,? says the senior Montana Democrat. ?But I would never ever ever underestimate Max Baucus. He?s been through tough races.?

Some Montana Democrats have trouble envisioning Schweitzer even having an appetite for the job of a senator -- it?s definitely a place that has frustrated plenty of former governors who are used to being executives. And Schweitzer doesn?t hide his disdain for Washington, calling it a ?corrupt? place that he?s uninterested in becoming a part of. ("I am not goofy enough to be in the House, and I'm not senile enough to be in the Senate?, is a line he?s been using for some time.)

?Congress is motion masquerading as action. I haven?t figured out how these members of Congress--if you?re in the House, you probably have a dozen or two employees, in the Senate, you have 50 or 60, and you don?t even run anything,? says Schweitzer.

He still subscribes to his ?not goofy enough? and ?too senile? remark as describing his feelings on working in the halls of the Capitol. ?That?s the way I stand today,? Schweitzer said from his Georgetown Lake home. ?I?m looking over the lake. A snowmobile just went by. You can?t beat that.?

General Singh said China and Pakistan must also understand that 'patience' of India is not its 'weakness' and it is capable of defending its borders.

He said Buddhism, the 'religion of peace' travelled from India to China and there exists ample opportunity for India and China to resolve border issues peacefully but India must stay prepared for any eventuality.

General Singh said this while talking to mediapersons during 107th annual convocation of historic Khalsa College Amritsar (KCA) here.

He handed over 450 degrees to the students in the presence of Chander Gaind, secretary, Higher Education, Punjab, Khalsa College Governing Council (KCGC) president Satyajit Singh Majithia, vice- president Charanjit Singh Chadha and honourary secretary Rajinder Mohan Singh Chhina.

He said India must take up development of border areas, update intelligence network to deal with neighbours including China and Pakistan.

He said the present century belongs to Asia and China and India must work together as most powerful nations of this continent.

"We have shared history of peaceful co-existence despite border tensions in 1960s. There are ample opportunities that pending issues are resolved peacefully," said Singh.

Quoting that 'strength begets respect' he however said that the ongoing modernization of Indian defence forces must continue with full vigour.

During his inspirational Convocation address, he stressed on modernization of education and female literacy.

"If we teach girls they would be educated mothers and create an aware society to the benefit of mankind," he said as young students broke into applause.

He also expressed concern over rising trend of drugs addiction in Punjab, especially in border areas and sought corrective measures from government and society itself through awareness regarding the menace.

The Governor also sought educational exchange programs of Khalsa College and Guru Nanak Dev University with Arunachal Pradesh.

He was earlier welcomed by Majithia, Chadha and Chhina and KCA Principal Daljit Singh on his arrival at the function.

Gaind, who addressed students, also highlighted the programs of Punjab Government and how students must adopt professional approach in life.

He said the lessons that the students have learnt would go a long way in making there succeed in life.

Earlier, General Singh was so overwhelmed on seeing the grand college building and said that if he had the option to be born again, he would like to study at prestigious Khalsa College Amritsar.

KCA also honoured Chhina and Santokh Singh for their contributions to the KCGC and society at large.

X-Doria Dash Folio for iPad mini: review and giveaway

If there's one thing that lets loose a flood of goodies from accessory manufacturers, it's a new Apple device with a different form factor. We're starting to see a lot of new cases for the iPad mini, including the Belkin Portable Keyboard Case I reviewed on Friday. X-Doria has released a sweet leather case for the mini as part of the Dash Folio line ($39.99) that is worth a look by owners of Apple's little tablet.

Design

I'm impressed with the physical design of the Dash Folio with one exception that I'll discuss in a minute. For the most part, this is your typical folio-type case with a leather exterior and a flexible plastic casing that holds the iPad mini in place. There are magnets in the cover to turn the iPad mini on and off as you open and close the cover, and X-Doria threw in a nice touch with an elastic band that keeps the cover closed while you're in transit.

Once the case is open, that plastic casing has a small ridge that slides into any one of a number of thin slots embossed into the cover. This provides a way to use the case as a handy landscape orientation iPad mini stand.

Functionality

The construction of the Dash Folio, like many of the other X-Doria products we've reviewed, is excellent. The plastic casing is easy to slide on and off of your iPad mini, but holds it into place securely. That casing also does a great job of protecting the sides and back of your mini, complete with covers for the volume and on/off/sleep/wake buttons.

The stand capability of the Dash Folio works great. I put my iPad mini into the case while going for barbecued ribs last night (yum!), and having the stand available made the device easier to use with one hand -- and I was able to complete dinner without coating my screen or the case with barbecue sauce.

The magnets in the cover do their job well, if you have them lined up properly with the right side of the iPad mini. I found that I needed to listen for the "latch" noise to be sure that the iPad was actually turned off, and sometimes needed to scoot the cover back or forth a few millimeters to get it to turn off the mini.

My only major complaint? Well, the case comes in two colors -- black and brown. The black case uses a black plastic casing to hold the mini, while the brown case uses a fluorescent yellow-green plastic casing. Why fluorescent yellow-green? I don't know, but I wish they had used something less ... radioactive looking!

Conclusion

There are a lot of cases available for the iPad mini, and if you're looking for attractive, inexpensive, and functional mini protection, the X-Doria Dash Folio is worth considering.

Havana restores monument to victims of USS Maine

HAVANA (AP) ? It was a little before 10 p.m. that February night in 1898 when a fiery explosion roiled the normally calm waters of Havana Harbor, blowing out windows in the city and sinking the USS Maine to the bottom of the bay, just the mast and some twisted metal wreckage left to poke above the waves.

Havana's monument to the 266 U.S. sailors who died that night was dedicated 27 years later as a tribute to lasting Cuban-American friendship, a thank-you for Washington's help in shedding the yoke of Spanish colonial rule, which was known for its cruelty.

But the years since have been unkind to the twin-columned monument, and to U.S.-Cuba ties. While relations between Washington and Havana remain in a deep freeze, the monument, at least, is now getting a facelift.

The restoration project is fraught with symbolism, and the monument's scars tell the story of more than a century of shifts in the complex relationship and changing interpretations of the marble structure.

"Of the monuments in Havana, that's one that really is struggling to contain all of these different historical episodes," said Timothy Hyde, a historian of Cuban architecture at Harvard University's Graduate School of Design. "It doesn't just symbolize any longer this single moment of the sinking of the Maine. It symbolizes all these periodic moments of antipathy and hostility and challenges between the two nation-states."

Soon after the USS Maine's sudden sinking off the coast of this Caribbean capital 115 years ago Friday, the United States accused Spanish colonial authorities of responsibility for the blast.

"Remember the Maine!" became a rallying cry in the States, and after the U.S. victory in the monthslong Spanish-American war, Spain ceded control over Cuba, Puerto Rico, the Philippines and Guam.

The Maine monument was inaugurated in 1925 and bears the names of all 266 sailors. Two statues standing shoulder-to-shoulder at the base represent a maternal America guiding the maiden Cuba into independence.

Words etched into the marble quote an 1898 U.S. congressional resolution recognizing Cuba's right to be free, and the massive bronze eagle that long capped the monument faced due north in a symbol of Washington's promise to return home after helping the island break from Spain.

"To me it signifies a legacy of loyalty ... friendship between two peoples," said Julio Dominguez Santos, the monument's night watchman of 17 years.

But things didn't work out as that earlier Congress had hoped.

Many Cubans resented the 1901 Platt Amendment, which said Washington retained the right to intervene militarily as a condition of ending the postwar U.S. occupation.

The U.S. did in fact intervene several times, and American business and mafia gangs came to dominate many aspects of the island in the run-up to the 1959 revolution ? leading many Cubans to feel like the eagle had never flown back north.

Soon after Fidel Castro's rebels marched victoriously into Havana, the tense marriage rapidly careened toward divorce and diplomatic ties were severed in 1961. Following the doomed, U.S.-backed Bay of Pigs invasion months later, the more than 3-ton eagle was ripped from the monument during an anti-American protest and splintered into pieces.

"The eagle was torn down after the triumph of the revolution because it's the symbol of imperialism, the United States, and the revolution ended all that," said Ernesto Moreno, a 77-year-old Havana resident who remembers waking up one day and seeing the statue gone. "I found it to be a very good thing, and I think most Cubans agreed at the time."

Castro's government added a new inscription to the base of the broken monument alleging the Maine victims had been "sacrificed by imperialist greed in its zeal to seize the island of Cuba," a reference to speculation that the U.S. deliberately blew up the Maine to justify a war against Spain.

Historians say the explosion was probably an accidental ignition of the Maine's own munitions, but the conspiracy theory still commonly circulates in Cuba even among the intellectual class and official media.

Communist Party newspaper Granma has written that the Maine victims were "immolated to serve as a pretext for American intervention that in 1898 prevented the island from gaining true independence" ? ignoring the fact that Cuban rebels had failed to oust the Spanish on their own for decades.

The Maine eagle's head was mysteriously delivered to Swiss diplomats, who had agreed to act as protectors of U.S. property in Cuba. Today it hangs in a conference room at the U.S. Interests Section, which Washington maintains in Havana instead of an embassy.

After relations were partially re-established in 1977, longtime foreign service officer Wayne Smith, who had been in Havana in 1961, returned and arranged to see the body, wings and tail, which are currently out of sight in a musty storage room of the Havana City History Museum.

"I have been the faithful custodian of the body," City Historian Eusebio Leal, told The Associated Press. "Smith told me that until the body and the head are reunited, there won't be good relations between Cuba and the United States."

U.S. diplomats also possess the monument's original eagle, toppled by a hurricane in 1926. Since 1954 that earlier bird has presided over the immaculate gardens of the Interests Section chief's official residence.

A plaque at the base calls the eagle "a symbol of the enduring friendship" between Cuba and the U.S.

"I'm just happy we have it. I don't know how it got here. Somebody got ahold of it, saw it and gave it to us," said John Caulfield, the Interests Section chief since 2011.

Coincidentally, the U.S. State Department recently sent two specialists down to repair the first eagle, which was cracked and tarnished green.

Like many structures in Havana, the monument on the seafront Malecon boulevard had become seedy from decades of neglect. Marble lion heads were damaged or looted, and the fountains used as trash receptacles by passers-by.

Workers in blue jumpers recently removed scaffolding that had shrouded the columns for months, revealing gleaming-white marble scrubbed clean of grime. Gone are the rusty stains beneath the two 10-inch guns that were salvaged from the Maine. The statues are a lustrous bronze again after corrosive salt air turned them bright green for years.

Leal said his office, which has restored hundreds of historic structures in recent decades, intends to finish remaining tasks like getting the fountains working and re-landscaping two adjacent plazas in the coming months.

Amid the ongoing renovation, a return to the monument's original spirit of friendship seems unlikely ? at least for now.

"Certainly we have as much wish for that to be true today as we did at the time," Caulfield said of the U.S. resolution inscribed on the monument proclaiming Cuba has the right to be free. "I hope that we and the Cubans will see a new relationship with the United States that allows those words to be true."

Leal said he too hopes for warmer ties, but first Washington must end the 51-year economic embargo and abolish "anti-Cuban" laws.

Can he envision a bronze eagle resuming its perch someday atop the twice-decapitated monument?

"On the occasion of a friendly visit by a U.S. president," Leal said. "I wish President Obama would be the one to do that."

CBI urge govermnent to cut routine spending to spur investment

LONDON (Reuters) - Britain's government needs to cut day-to-day spending more deeply in order to spur longer-term investment and get the economy growing more quickly, the head of a British employers' association said.

The British economy will probably grow by just 1 percent in 2013, underscoring the need for the government to work harder on boosting investment, John Cridland, director-general of the Confederation of British Industry, said.

"The government's efforts have not had the momentum or the urgency that I have been looking for," he told reporters.

Cridland said he would make the case for more focus on capital spending, on areas such as road repairs and housing, when he meets Chancellor George Osborne ahead of his announcement of the next budget in March.

"Public sector capital has borne the most significant part of the cuts so far. We would like to see that rebalanced. I think that should come out of current spending," he said.

Osborne has staked his political reputation on largely eliminating a budget deficit that totalled more than 12 percent of GDP when he came to power, but a lack of economic growth has pushed his plans two years off track.

Cridland said the government's overall focus on reducing the budget deficit remained the right approach and it should not be tempted to issue more debt to fund investment.

This contrasts with the views of the Labour opposition and the International Monetary Fund that economic weakness means Osborne should seriously consider slowing his debt reduction plans to fund public investment.

Cridland said he was encouraged by signs the government would issue more guarantees for private-sector infrastructure projects. Such projects have included new railway lines to ease the crush on London's public transport.

The forecast for 1 percent economic growth this year was lower than the CBI's prediction for growth of 1.4 percent made as recently as November, before the British economy was shown to have contracted in the fourth quarter of 2012.

The lower growth forecast for 2013 meant the government would have to borrow more this year than previously expected.

The CBI kept unchanged its forecast for British economic growth of 2 percent in 2014.

On Deck has raised $42 million in a fourth round of capital to provide local merchants with loans over the Internet.

all hands on deckInstitutional Venture Partners led the round, with existing investors RRE Ventures, SAP Ventures and First Round Capital also participating.

To date, the New York-based company has raised $75 million in equity, and even more if you count the $100 million in debt it secured from Goldman Sachs and Fortress Credit in August.

On Deck said it will use the capital raised today to fund additional growth, which includes new product development and getting the word out to more merchants about the company.

On Deck lends between $5,000 and $150,000 in short-term loans to small businesses, ranging from auto repair shops to bridal boutiques. It vows that the loan application process can take as little as 15 minutes because it uses technology on the back end to evaluate a company beyond its credit scores.

Other lenders provide loans online, but most are targeting other online entities. For instance, some of the companies that have entered that space include Kabbage, which?has raised $56 million in capital, and more recently, Amazon.com.

Since 2008, On Deck says, it has deployed $400 million to thousands of small-to-medium-sized businesses.

Wisconsin scientists help search for alien life

(AP) ? Scientists at the University of Wisconsin-Madison are helping search for evidence of alien life not by looking into outer space, but by studying some rocks right here on Earth.

Some of the rocks are up to 3.5 billion years old. The scientists are looking for crucial information to understand how life might have arisen elsewhere in the universe and guide the search for life on Mars one day.

"There's a story always hidden in rocks," said geoscientist Clark Johnson, the lead investigator for the Wisconsin Astrobiology Research Consortium. "... It's up to (geologists) to be clever enough to find the tools that we need to interrogate those rocks to find what story they preserve."

The project is funded through NASA, which provided a $7 million, five-year grant that started in January. It was the group's second five-year, $7 million grant.

The consortium includes about 50 staff, students and post-doctoral fellows from 24 institutions in five countries. About 25 of the participants are at UW-Madison.

The consortium has been tasked with finding footprints of biological activity, or biosignatures, which are substances such as elements or isotopes that show evidence of ancient life. The scientists are looking for microscopic signs of life, including microbes, which are bacteria, and other tiny, one-celled organisms that are much more adaptable than more complex organisms.

The team is also sending microbes into Earth's orbit on the International Space Station to see how they react to radiation and a space environment.

In the process, they are learning more about Earth's history. They've found new details of microbial life that dates back 2 billion to 3 billion years, before the planet's atmosphere contained oxygen. They've found that microbes then relied more on iron than sunlight for energy.

Eventually their work will be used to interpret data brought back from Mars by the six-wheel spacecraft Curiosity, which landed in August on a two-year mission to determine whether the environment was ever favorable for microbial life. Their work will also be used to prepare for future Mars missions.

"It may be that planets spent a long time in a microbial life condition and then only rarely evolved to advanced multicellular complex life," Johnson said. "That's one of the hypothesis we would test."

Edward Goolish, acting director at the NASA Astrobiology Institute, said the project supports one of NASA's major goals to find life or the potential for life elsewhere.

The project's results will provide a quantitative understanding of how life is preserved, he said.

"At the same time (Johnson's team is) contributing an immense amount to the understanding of life on Earth, which is equally important to astrobiology and science in general," he said.

We saw Vuzix shift to a more Google Glass-esque set of smart glasses at CES in January, but it looks like it's not about to abandon the more traditional wrap-around headsets it's been churning out year after year. The company's latest is the Wrap 1200AR, which is a lot like its Wrap 1200VR headset, but with a focus on augmented reality instead of virtual reality. That means you'll get two (VGA) cameras mounted on the front to capture stereoscopic video of your surroundings, along with a pair of displays (852 x 480 each) to view that video -- augmented or otherwise -- in 3D. As with the Wrap 1200VR, the glasses also come equipped with head-tracking technology, but they don't come cheap. These will set you back a hefty $1,499, and are available to order now.

Joey Logano prepared for first start in Penske Ford at Daytona Unlimited

A new era in the career of 22-year-old Joey Logano will begin this weekend at Daytona International Speedway, as Logano will make his debut with the defending Sprint Cup Series (NSCS) Championship team, Penske Racing.

Not only is it the first race of the 2013 season, it will also be the first time Logano has driven a Ford in NASCAR competition (he raced Fords in ASA/Pro Cup).

The event also marks the first race with his new crew chief Todd Gordon, behind the wheel of a car numbered 22 and the first time working with his new spotter, Tab Boyd.

Despite starting just his fifth full season of NASCAR Sprint Cup Series competition, Logano is already a Sprint Unlimited veteran. He?s run in the season-opening exhibition race every year since coming into the series as a rookie in 2009. Logano?s best finish was a seventh-place result back in 2010.

In a unique twist of fate, Logano will be the lone representative from Penske Racing in this year?s Sprint Unlimited. Despite winning the championship, teammate Brad Keselowski didn?t earn a pole in 2012, meaning Logano, who won poles at Pocono and Homestead, will fly solo Saturday in Penske Racing?s debut with Ford.

Daytona has always been one of Logano?s better tracks over the course of his NASCAR career. He has earned two top-five and three top-10 finishes in eight NSCS races at the track.

He also has one victory (July 2011) and four top-five and five top-10 finishes in eight-career NASCAR Nationwide Series races at Daytona.

How was your off-season? ?Like everyone else, you spend the off-season trying to get away from everything, but all you end up doing is thinking about racing. At least that is all I end up thinking about.

I got a chance to go to Kuwait and Germany to visit our troops as part of a USO Tour, but pretty much the rest of the time I was thinking about or working on this coming season.

North Korea Nuclear Test: UN Security Council Diplomat Says Country Has Conducted Nuclear Test

SEOUL, Feb 12 (Reuters) - North Korea conducted a nuclear test on Tuesday, South Korea's defence ministry said, after seismic activity measuring 4.9 magnitude was registered by the U.S. Geological Survey.

The epicentre of the seismic activity, which was only one km below the Earth's surface, was close to the North's known nuclear test site.

"We've been informed by the South Koreans that there's been a (North Korean) nuclear test," a U.N. Security Council diplomat told Reuters on condition of anonymity.

An international nuclear test monitoring agency said the location of the seismic event was "roughly congruent with" 2006 and 2008 tests carried out by the reclusive state and had "clear explosion-like characteristics".

North Korea, which had been threatening a third nuclear test, had informed Beijing and Washington on Monday of plans to undertake a test, South Korea's Yonhap news agency reported.

The isolated state, which is banned under U.N. Security Council resolutions from developing nuclear and missile technology, did not make any immediate comment.

North Korea is not prone to seismic activity and it may take hours or even days to determine officially whether a nuclear test had been conducted.

South Korea's defence ministry said the North Korean seismic event could be the result of a 6-7 kiloton or stronger nuclear blast. South Korea's President Lee Myung-bak called a national security council meeting for 0400 GMT.

North Korea successfully launched a long-range rocket in December in violation of U.N. resolutions that banned it from developing missile or nuclear technology after nuclear tests in 2006 and 2009.

It announced plans for a third nuclear test in response to the sanctions imposed in January after the rocket launch, although satellite imagery indicated it has been readying its test site for more than a year. (Reporting by David Chance; Editing by Michael Perry and Paul Tait)

Dogs 'understand minds of humans'

Dogs are more capable of understanding situations from a human's point of view than has previously been recognised, according to researchers.

They found dogs were four times more likely to steal food they had been forbidden, when lights were turned off so humans in the room could not see.

This suggested the dogs were able to alter their behaviour when they knew their owners' perspective had changed.

The study, published in Animal Cognition, conducted tests on 84 dogs.

The experiments had been trying to find whether dogs could adapt their behaviour in response to the changed circumstances of their human owners.

It wanted to see if dogs had a "flexible understanding" that could show they understood the viewpoint of a human.

It found that when the lights were turned off, dogs in a room with their human owners were much more likely to disobey and steal forbidden food.

The study says it is "unlikely that the dogs simply forgot that the human was in the room" when there was no light. Instead it seems as though the dogs were able to differentiate between when the human was unable or able to see them.

The experiments had been designed with enough variations to avoid false associations - such as dogs beginning to associate sudden darkness with someone giving them food, researchers said.

Dr Juliane Kaminski, from the University of Portsmouth's psychology department, said the study was "incredible because it implies dogs understand the human can't see them, meaning they might understand the human perspective".

This could also be important in understanding the capacities of dogs that have to interact closely with humans, such as guide dogs for the blind and sniffer dogs.

Previous studies have suggested that although humans might think that they can recognise different expressions on their dogs' faces, this is often inaccurate and a projection of human emotions.

"Humans constantly attribute certain qualities and emotions to other living things. We know that our own dog is clever or sensitive, but that's us thinking, not them," said Dr Kaminski.

"These results suggest humans might be right, where dogs are concerned, but we still can't be completely sure if the results mean dogs have a truly flexible understanding of the mind and others' minds. It has always been assumed only humans had this ability."
