Attention shoppers: Another credit card fee is here

It could soon cost you more to shop with a credit card at some stores. As of this Sunday, Jan. 27, merchants who accept credit cards issued by Visa and MasterCard will be allowed to add a service charge to the purchase price.

Visa and MasterCard had always prohibited merchants from doing this. They agreed to change the rules and allow the surcharge as part of the settlement of an antitrust suit brought by retailers.

The surcharge is supposed to equal the actual cost of processing the credit card transaction, which is typically 1.5 to 3 percent. Under the agreement, the fee is capped at 4 percent. The surcharge can vary based on the type of card. For example, it could be higher for a rewards card or premier card.

Merchants still cannot add a surcharge to debit card transactions.

The big question is: Will any stores do this? Should you worry about paying a credit card surcharge?

?We have discussed the settlement with many, many merchants, and not a single merchant we have spoken to plans to surcharge,? Craig Shearman, spokesman for the National Retail Federation (NRF), said in a statement. The NRF was not involved in the class action lawsuit.

NBC News contacted some of the country?s largest retailers. Wal-Mart,?Target, Sears and Home Depot said they have no plans to add a credit card surcharge.

Credit card surcharges are banned by law in 10 states: California, Colorado, Connecticut, Florida, Kansas, Maine, Massachusetts, New York, Oklahoma and Texas.

Visa and MasterCard have rules that require retailers to handle credit cards the same way in all of their stores across the country. That means a chain with stores in any of the 10 states where a surcharge is banned would not be able to have a surcharge at any of its stores.

The National Retail Federation points out that under terms of the settlement, a merchant who adds a surcharge to purchases on a Visa or MasterCard would have to do the same with American Express cards. But AMEX prohibits surcharge fees. So a merchant who accepts American Express as well as Visa/MasterCard would not be able to surcharge any of those cards.

?The bottom line is that very few retailers would be able to surcharge under the settlement, and that the vast majority don?t want to surcharge even if they could,? the NRF?s Shearman said.

Ed Mierzwinski, Director of Consumer Programs at U.S. PIRG agrees.

?In the brick-and-mortar world, no one who does any sort of volume business is going to want to surcharge because it will drive their customer crazy and slow down transactions,? Mierzwinski said.

In fact, most consumer advocates believe that except for some small retailers, a credit card surcharge is a non-issue in the short-term.

But Edgar Dworsky, founder of ConsumerWorld.org, worries that over time surcharges will gain traction.

?It?s predictable what?s going to happen,? he said. ?We?re at the top of the hill and we?re going to start going down that slippery slope.?

Dworsky points out that stores factor in the cost of processing credit cards when they price their merchandise. Charging for that again, he said, would be double-dipping, unless stores rolled back their prices ? which no one expects them to do.

?We shouldn?t have gotten to the point, but unfortunately because of the court settlement we have,? Dworsky told me. ?There?s no one standing up for consumers and saying that this is really bad.?

Dworsky points to Australia, where surcharging credit card use began in 2003. At first, few merchants charged the fee.? His research shows that approximately one-third of the sellers there ? including some hotels, supermarkets, department stores and utilities ? now charge extra to use a credit card.?

What about disclosures??
The advocacy group Consumer Action has published a booklet on credit card checkout fees. It warns shoppers to be on the lookout for these fees and advises them to express their dissatisfaction.?Customers shouldn?t stand for it,? said Ruth Susswein Consumer Action?s deputy director of national priorities. ?Our advice is to tell them you don?t like the fee and this makes you want to take your business elsewhere.?

The new rules from Visa and MasterCard require retailers who apply a credit card surcharge to post a notice at the store?s entrance. The exact percentage of the surcharge does not need to be disclosed until the point of sale. The customer receipt must list the amount of the surcharge.

Online stores with a surcharge will not be required to have a notice on the home page. They only need to alert shoppers about this when they reach the page where credit cards are first mentioned. In most cases, that means the final step of checkout when the purchase is being completed.

Not the end of this story?
The settlement that allows merchants to impose a surcharge is only preliminary. The court has yet to issue its final ruling in this case. That?s expected later this year.?

Once that happens, various retailers and business groups plan to challenge the settlement. That could drag into late 2014.

For now, the possibility that the settlement could be modified will probably keep most businesses of any size from instituting credit card fees.

?We?re not convinced this is going to be an issue,? Consumer Action?s Susswein told me. ?They may never do it, but as individual consumers we need to be aware.?

UFC On FOX 6 Results: Rampage Jackson Falls To Glover Teixeira (VIDEO/PHOTOS)

CHICAGO -- In possibly Rampage Jackson's last UFC fight, the former champion was visibly exhausted.

It also was easy to see that Glover Teixeira was well on his way to a unanimous decision Saturday night in front of a capacity crowd at the United Center.

Jackson, the 34-year-old former light heavyweight champion was taken down in all three rounds, but Teixeira (20-2) couldn't finish him. Jackson (32-11) got back to his feet every time. Late in the second round, Jackson tried to shrug off Teixeira's punches, but fatigue appeared to be setting in.

"I really wanted to win that fight," Jackson said. "I kind of wish I fought smart and didn't get hit so much, but I always said I would rather lose a good fight than win a boring one and the fans are telling me that was an exciting fight. So I guess I'm sad but not so sad. I fought like Rampage tonight."

The fight was scored 30-27, 30-27, 29-28.

Jackson, who fought his last fight under his current UFC contract, has been critical of the UFC and how he perceives the organization treats its fighters. He insists the fight was his last in the UFC, but plans on continuing his MMA career.

"He just walked out right now and screamed, `You are going to miss me,'" White said. "I said, `I miss you already buddy.' ... Rampage's biggest problem is that he doesn't always train. He doesn't always stay in shape. If he took this sport 100 percent, hardcore, serious, God knows what that guy would be able to accomplish, but he doesn't."

Demetrious Johnson successfully defended his flyweight title in the main event, unanimously outpointing John Dodson.

Dodson, fighting at 125 pounds, landed left hands twice in the second round, sending Johnson to the ground. In the third round, Johnson had a takedown and landed a knee to get back in the fight. Johnson was warned after two illegal knees, a low blow in the first round and an illegal knee in the fourth round.

Johnson (17-2-1) started taking control late in fourth land, landing a series of knees to Dodson's head and a series of punches as Dodson (15-6) tired. It continued in the fifth and final round, as Dodson couldn't defend repeated knees to his head.

Johnson struggled in the first two rounds.

"I got dazed a little bit, but I am in good shape," Johnson said. "It is going to happen. You are going to get hit."

In a lightweight bout, Anthony Pettis (14-2) landed a left kick to Donald Cerrone's body and followed with a left jab in the second round, knocking Cerrone (19-5) to the ground and winning his third straight fight.

"Shutting that guy up was the biggest thing for me," Pettis said. "Now I never need to hear about that guy again. He's done. He got beat in one round. Goodbye."

Pettis put himself in a position for the lightweight UFC title and asked the question to UFC President Dana White.

"I am not scared to fight anybody. I want the champ ASAP," Pettis said. "Dana White what do I have to do for this title fight?"

Pettis came off an 11-month layoff after shoulder surgery.

In another main card fight, 30-year-old Chicago native Ricardo Lamas (13-2) dropped a series of elbows and punches on 24-year-old Erik Koch (13-2) before the featherweight bout was stopped by referee John McCarthy. Lamas had Koch pinned to the ground and went to work on Koch's bloodied face.

Dark side of porn star's life revealed in indie film "Lovelace"

PARK CITY, Utah (Reuters) - Porn star Linda Lovelace became a poster girl for the sexual revolution of the 1970s, but it's her story of a life marked by domestic abuse and exploitation that is the focus of a new film.

"Lovelace," starring Amanda Seyfried, joined a slate of films exploring the darker side of sex and pornography at the Sundance Film Festival this week.

Seyfried, 27, is best known for playing pretty, wide-eyed blondes in movies such as "Mean Girls," "Mamma Mia!" and "Les Miserables."

Not this time.

"Everybody has a story and (Linda's) story is really fascinating and really dark, and I like that stuff. I wanted to portray somebody who really existed and had that story," Seyfried told Reuters.

"I like controversy. I like risks, nudity and sex. That doesn't scare me at all," she added.

The film chronicles Lovelace's formative years, her abusive marriage to Chuck Traynor, played by Peter Sarsgaard, and how she was forced into working on the 1972 porn film "Deep Throat," which became one of the highest-grossing films in America.

Traynor, portrayed as a sadistic man with a charming facade, has a destructive relationship with Lovelace in which he rapes and abuses her, and at one point sells her to a group of five men.

Both Sarsgaard and Seyfried said they felt the film was less about pornography and oral sex and more about the disturbing course of Lovelace's life.

After she left the porn industry and Traynor, Lovelace wrote several contradictory accounts of her experiences and became an anti-pornography activist. She died in 2002 of injuries from a car crash, aged 53.

Sarsgaard, who is often drawn to playing complex and darker characters, said he was uncomfortable playing Traynor.

"I didn't want to portray him. I really didn't ... I felt like the point of view of the story was so strongly against him and his perspective, that I'm the kind of guy who looks to see the person in the corner and tries to figure out what's going on with them," the actor told Reuters.

The actor said he wished he could remove some of the grittier, violent scenes from the film.

"I have two kids, both girls, and it's getting harder and harder for me to play these roles ... especially the violence to women. I'm really having a problem with it," he said.

"Lovelace" is the first of two upcoming films based on the porn star's life. "Inferno: A Linda Lovelace Story" is also due out later this year, with Malin Ackerman playing the role of Linda, and Matt Dillon as Chuck.

"Lovelace" has been purchased for theatrical distribution by The Weinstein Company.

DNP Mozilla devs working to get Firefox on the OUYA

Sure the OUYA may have captured the imagination of indie game developers everywhere, but open-source fans will be glad to know it's sparked the interest of Mozilla's Firefox team as well. According to an OUYAForum post by administrator Ed Krassenstein, a Mozilla developer had sent him a note detailing the process of bringing the popular browser to the Kickstarter-funded gaming console. The team apparently managed to get it running after some preliminary patches, but it still has a ways to go -- WebGL, Canvas and relevant API support are still lacking. The dev in question has since been identified as mobile platform engineer Chris Lord, who tweeted the revealing picture above along with the note that it's "kinda unusable" for now. Still, they do have around three months before the console ships, which could be enough for them to perfect an OUYA version of the foxy browser just in time for launch day.

Smallest house in Brussels up for auction

BRUSSELS (Reuters) - Cosy might be the best word to describe the smallest house in Brussels, which is about to go up for auction.

The centuries-old former furniture workshop and creperie a stone's throw from the Belgian capital's picturesque central square is just 2.75 meters wide and has a ground floor only 1.75 meters (5 foot 9 inches) across.

"There's a lot of interest and there are also a lot of tourists who want to see it," said Claude Rotsart de Hertaing, a Brussels pensioner who works part time showing prospective buyers around houses.

The dilapidated five-floor Belgian townhouse, just off the central Grand Place square, has "La plus petite maison de Bruxelles" (The smallest house in Brussels) written across a faded wooden sign above the entrance.

It is not Europe's narrowest however, which tourist officials in Slovakia believe could be a 1.3 meter wide house in its capital Bratislava.

The Brussels house, squeezed between a pizzeria and a souvenir shop, has floors each of about 16 meters squared, apart from the ground floor which is even tighter as it has a pathway running to a courtyard down the side.

On one floor it has a potentially inviting fireplace, but you might singe your knees if you sat facing it on an armchair.

The house will be auctioned on February 6, starting at a price of 146,200 euros ($194,700).

Study: Many Skin Cancer-Detecting Apps Are Not Accurate ...

Dermatologists can rest assured that they will not be replaced by computers anytime soon. A new study finds that smartphone applications designed to automatically detect cancer lesions misdiagnose more than half of all malignant growths. ?There?s no substitute, at this point, for a complete skin exam performed by an expert dermatologist for picking up melanoma as well as other skin cancers,? said University of Missouri dermatologist, Dr. Karen Edison (who was not involved in the study).

Since cancer-detecting apps aren?t approved by the Food and Drug Administration, most apps, such as Mole Detective, have butt-covering legal language like, ?Always defer to a medical professional if you feel that a mole looks suspicious. Mole Detective?s intent is not to diagnose but to help you better track the symptoms of melanoma at home.?

Making cancer detection habitual could be a good thing, but it also might lull users into falsely believing that an actual tumor is benign.

This isn?t to say that all of the apps were failures. One of the unnamed apps in the study sends a picture of the user?s skin to a certified dermatologist (for $5 an evaluation). The consultation app misdiagnosed just 1 of 53 cancerous lesions.

This is good news for telemedicine startups, such as hospital-in-a-box, HealthSpot, that aim to bring low-cost health care to under resourced or overcrowded areas of the world.

Jan. 20, 2013 ? Warmer temperatures due to climate change could cause soils to release additional carbon into the atmosphere, thereby enhancing climate change - but that effect diminishes over the long term, finds a new study in the journal Nature Climate Change. The study, from UNH professor Serita Frey and co-authors from the University of California-Davis and the Marine Biological Laboratory, sheds new light on how soil microorganisms respond to temperature and could improve predictions of how climate warming will affect the carbon dioxide flux from soils.

The activities of soil microorganisms release 10 times the carbon dioxide that human activities do on a yearly basis. Historically, this release of carbon dioxide has been kept in check by plants' uptake of the gas from the atmosphere. However, human activities are potentially upsetting this balance.

Frey and co-authors Johan Six and Juhwan Lee of UC-Davis and Jerry Melillo of the Marine Biological Laboratory were curious how increased temperatures due to climate change might alter the amount of carbon released from soils. "While they're low on the charisma scale, soil microorganisms are so critically important to the carbon balance of the atmosphere," Frey says.

"If we warm the soil due to climate warming, are we going to fundamentally alter the flux of carbon into the atmosphere in a way that is going to feed back to enhance climate change?"

Yes, the researchers found. And no.

The study examined the efficiency of soil organisms - how completely they utilize food sources to maintain their cellular machinery - depending upon the food source and the temperature under two different scenarios. In the first short-term scenario, these researchers found that warming temperatures had little effect on soils' ability to use glucose, a simple food source released from the roots of plants. For phenol, a more complex food source common in decomposing wood or leaves, soils showed a 60 percent drop in efficiency at higher temperatures.

"As you increase temperature, you decrease the efficiency - soil microorganisms release more carbon dioxide to the atmosphere - but only for the more complex food sources," Frey explains. "You could infer that as the soil warms, more carbon dioxide will be released into the atmosphere, exacerbating the climate problem."

That effect diminishes, however, in the second scenario, in which soils were warmed to 5 degrees Celsius above the ambient temperature for 18 years. "When the soil was heated to simulate climate warming, we saw a change in the community to be more efficient in the longer term," Frey says, lessening the amount of carbon dioxide the soils release into the atmosphere and, in turn, their impact on the climate. "The positive feedback response may not be as strong as we originally predicted."

The research team also examined how changes in soil microorganism efficiency might influence long term storage of carbon in soils as predicted by a commonly used ecosystem model. Models of this type are used to simulate ecosystem carbon dynamics in response to different perturbations, such as land-use change and climate warming. These models generally assume that efficiency is fixed and that it does not change with temperature or other environmental conditions. The team found a large effect on long-term soil carbon storage as predicted by the model when they varied carbon use efficiency in a fashion comparable to what they observed in their experiments. "There is clearly a need for new models that incorporate an efficiency parameter that is allowed to fluctuate in response to temperature and other environmental variables," Six says.

The researchers hypothesize that long-term warming may change the community of soil microorganisms so that it becomes more efficient. Organism adaptation, change in the species that comprise the soils, and/or changes in the availability of various nutrients could result in this increased efficiency.

This study was based on work done at the Harvard Forest Long-Term Ecological Research site in Petersham, Mass., where Frey and Melillo have been warming two sites - one 9 meters square, the other 36 meters square -- with underground cables for two versus 18 years. "It's like having a heating blanket under the forest floor," Frey says, "allowing us to examine how this particular environmental change -- long-term soil warming -- is altering how the soil functions."

This work was supported by an NSF Faculty Early Career Development Award, the NSF Long-term Ecological Research (LTER) Program, a DOE National Institute for Climatic Change Research (NICCR) grant, and a Harvard Forest Bullard Fellowship to Frey.

Good bacteria in the intestine prevent diabetes, study suggests

Jan. 18, 2013 ? All humans have enormous numbers of bacteria and other micro-organisms in the lower intestine. In fact our bodies contain about ten times more bacteria than the number of our own cells and these tiny passengers are extremely important for our health. They help us digest our food and provide us with energy and vitamins. These 'friendly? commensal bacteria in the intestine help to stop the 'bad guys? such as Salmonella that cause infections, taking hold. Even the biochemical reactions that build up and maintain our bodies come from our intestinal bacteria as well as our own cells.?

Pretty important that we get along with these little bacterial friends... definitely. But as in all beautiful relationships, things can sometimes turn sour. If the bacteria in the intestine become unbalanced, inflammation and damage can occur at many different locations in the body. The best known of these is the intestine itself: the wrong intestinal bacteria can trigger Crohn?s disease and ulcerative colitis. The liver also becomes damaged when intestinal bacteria are unbalanced.

Research groups led by Professor Jayne Danska at the Sick Children?s Hospital of the University of Toronto and Professor Andrew Macpherson in the Clinic for Visceral Surgery and Medicine at the Inselspital and the University of Bern have now shown that the influence of the intestinal bacteria extends even deeper inside the body to influence the likelihood of getting diabetes. In children and young people, diabetes is caused by the immune cells of the body damaging the special cells in the pancreas that produce the hormone insulin. By chance, 30 years ago, before the development of genetic engineering techniques, Japanese investigators noticed that a strain of NOD laboratory mice tended to get diabetes. These mice (also by chance) have many of the same genes that make some humans susceptible to the disease. With the help of the special facilities of the University of Bern and in Canada, these teams have been able to show that the intestinal bacteria, especially in male mice, can produce biochemicals and hormones that stop diabetes developing.

Diabetes in young people is becoming more and more frequent, and doctors even talk about a diabetes epidemic. This increase in diabetic disease has happened over the last 40 years as our homes and environment have become cleaner and more hygienic. At the moment, once a child has diabetes, he or she requires life-long treatment.

"We hope that our new understanding of how intestinal bacteria may protect susceptible children from developing diabetes, will allow us to start to develop new treatments to stop children getting the disease," says Andrew Macpherson of the University Bern.

Five Days of {Just Having} Fun with Your Family: Make an Idea List

Do you ever get the ?I?m bored? whining statement from your child??

It?s a phrase I dislike, and I finally decided not to tolerate it!!? The girls don?t say it much?probably because they know what my reply will be:

?If you can?t find something to do, I can find something for you to do.?

I guess they don?t want to do what I find for them to do.? ;)

I do understand the sentiment: They are tired of the regular activities and want to try something new.? It may also mean they are looking for some interaction with me!

When I finally decided I didn?t want to hear that phrase anymore, I sat down and made a list with some ideas of what they could do.

You can easily do the same.? Simply brainstorm what you have around the house, look through your craft kits, supplies, toys, and jot down some ideas.

For example, you might write down:

  • Play with blocks.
  • Build with legos.
  • Play dress-up.
  • Put on a puppet show.
  • Act out a Bible story.
  • Color in various coloring books.
  • Make a collage with scraps from the scrapbox.
  • Create with play-dough.
  • Make Perler bead creations.
  • Run races outside.
  • Set up a pretend restaurant.
  • and on and on!

When your child is looking for something to do, refer them to the list.? If they are toddlers and preschool, you?ll have to guide them a little bit more to get started.? You might even try a list with pictures of what they can do!? We do this with our learning bags.? I keep forgetting I need to post about that?

When I decided to spend 30 minutes just playing with the girls each day in 2013 and write these posts for 5 Days of {Just Having} Fun with Your Family, I didn?t realize how much fun it would really be!? Intentionally setting aside time just to connect and play with my children is a gift I can give to them?and myself.

We played today with Legos and blocks!? Nothing terribly exciting, but it was relaxing and time spent together (and I taught them to build a zoo?because that?s about all I can build)!

A virtual touchpad projected onto limbs and other everyday surfaces? That's the type of crazy idea we'd normally expect to see from Microsoft Research, not Google. Heck, maybe we even did, but Google is now applying to patent the concept specifically in relation to Project Glass. The system would use a tiny laser projector mounted on the arm of the spectacles to beam out QWERTY and other buttons, and then the built-in camera and processor would try to interpret finger movements in the region of those buttons. Hey presto! No more fiddling with your face.

Notre Dame football star Manti Te'o girlfriend saga a 'sick joke' hoax (with Twitter reaction)

SOUTH BEND, Ind. ? A story that Notre Dame football star Manti Te'o's girlfriend had died of leukemia ? a loss he said inspired him to help lead the Irish to the BCS championship game ? was dismissed by the university Wednesday as a hoax perpetrated against the linebacker.

Notre Dame athletic director Jack Swarbrick says his faith has not been shaken in Te'o "one iota."

Swarbrick says an investigation by a firm the school hired has convinced him that Te'o was duped into an online relationship with a woman whose death was then faked by the perpetrators of the hoax.

The university issued a statement about a hoax Wednesday after a Deadspin.com story said it could find no record that Lennay Kekua ever existed.

By Te'o's own account, she was an "online" girlfriend.

"This is incredibly embarrassing to talk about, but over an extended period of time, I developed an emotional relationship with a woman I met online. We maintained what I thought to be an authentic relationship by communicating frequently online and on the phone, and I grew to care deeply about her," he said in statement.

"To realize that I was the victim of what was apparently someone's sick joke and constant lies was, and is, painful and humiliating."

"In retrospect, I obviously should have been much more cautious. If anything good comes of this, I hope it is that others will be far more guarded when they engage with people online than I was."

The university said its coaches were informed by Te'o and his parents on Dec. 26 that Te'o had been the victim of what appeared to be a hoax.

Someone using a fictitious name "apparently ingratiated herself with Manti and then conspired with others to lead him to believe she had tragically died of leukemia," the school said.

The university said "the proper authorities" are investigating a "very cruel deception to entertain its perpetrators." Notre Dame would not exactly who was investigating the case.

The week before Notre Dame played Michigan State on Sept. 15, coach Brian Kelly told reporters that Te'o's grandmother and a friend had died. Te'o didn't miss the game. He said Kekua had told him not to miss a game if she died. Te'o turned in one of his best performances of the season in the 20-3 victory in East Lansing, and his playing through heartache became a prominent theme during the Irish's undefeated regular season.

The linebacker's father, Brian Te'o, said in a telephone interview with The Associated Press in early October that he and his wife had never met Kekua, saying they were hoping to meet her at the Wake Forest game in November. The father said he believed the relationship was just beginning to get serious when she died.

Te'o went on the become a Heisman Trophy finalist, finishing second in the voting, and leading Notre Dame to its first appearance in the BCS championship.

Te'o and the Irish lost the title game to Alabama, 42-14 on Jan. 7. He has graduated and was set to begin preparing for the NFL combine and draft at the IMG Academy in Bradenton, Fla., this week.

Four days ago Te'o posted on his Twitter account: "Can't wait to start training with the guys! Workin to be the best! The grind continues! (hash)Future"

Te'o's statement also said: "It further pains me that the grief I felt and the sympathies expressed to me at the time of my grandmother's death in September were in any way deepened by what I believed to be another significant loss in my life.

"I am enormously grateful for the support of my family, friends and Notre Dame fans throughout this year. To think that I shared with them my happiness about my relationship and details that I thought to be true about her just makes me sick. I hope that people can understand how trying and confusing this whole experience has been.

"Fortunately, I have many wonderful things in my life, and I'm looking forward to putting this painful experience behind me as I focus on preparing for the NFL Draft."

House Speaker John Boehner openly challenged President Obama to another battle over the country?s mounting deficit today, answering Obama?s declaration that ?America cannot afford another debate? over the debt limit by saying that Americans ?do not support raising the debt ceiling without reducing government spending at the same time.?

?The consequences of failing to increase the debt ceiling are real, but so too are the consequences of allowing our spending problem to go unresolved,? Boehner, R-Ohio, wrote in a statement this afternoon. ?Without meaningful action, the debt will continue to act as an anchor on our economy, costing American jobs and endangering our children?s future.?

While Boehner has long maintained that any increase to the debt limit must be matched or exceeded by spending cuts and reforms, the president has insisted that ?the financial well being of the American people is not leverage to use.? Earlier today, the president warned that if the GOP drags out another fight over the looming need to increase the debt limit, all sorts of bills won?t be paid on-time, leading to a ?self-inflicted wound on the economy.?

?We might not be able to pay our troops, or honor our contracts with small business owners,??Obama said during a news conference in the East Room of the White House. ?Investors around the world will ask if the United States of America is, in fact, a safe bet.? Markets could go haywire.? Interest rates would spike for anybody who borrows money.?

Nevertheless, House Republican leaders say they will press forward on legislation to control spending, meet the nation?s obligations and keep the government open for business.

?The American people deserve better from Washington. We cannot deliver meaningful change and necessary reforms if we refuse to address out-of-control spending,? House Majority Leader Eric Cantor, R-Va., wrote in a statement. ?Under President Obama, we have seen record-setting deficit spending and trillions added to our nation?s debt. This is leadership failure.?

But the president clearly has his own backers in Congress. House Minority Leader Nancy Pelosi blamed Republicans for the first downgrade of the country?s credit rating in 2011.

?Republicans must not threaten the full faith and credit of the United States.? America always pays its bills, and Republicans should not use veterans, seniors, small businesses, public safety, or the stability of our housing and stock markets as leverage,? Pelosi, D-Calif., said. ?Republicans who are threatening to force America to default on its debt for the first time in our history will do great damage to our economy, to our middle class, and to our world standing.?

Democrats also pledged to play ?a positive role? in discussions to reach an amicable resolution in the weeks ahead.

?With the start of the new Congress, we have the opportunity for a fresh start,? Pelosi said. ?We must seek common ground and work together, Democrats and Republicans, to create jobs, strengthen the middle class, and grow the economy, as we reduce our deficit in a balanced way.?

?While the American people expect Democrats and Republicans to meet in good faith at the negotiating table to achieve a big and balanced solution to the challenge of deficit reduction, they will not tolerate any party playing partisan games with a possible default and further downgrade of our credit,? House Minority Whip Steny Hoyer, D-Md., added. ?America must live up to its obligations while seeking a more disciplined fiscal future.?

The Treasury Department estimates that the statutory debt limit will need to be increased by the end of February. Congress last increased the limit in August 2011 in the Budget Control Act.

Since 1917, Congress has traditionally placed a limit on the total amount of debt that the Treasury Department may issue to the public and federal agencies. The current statutory debt limit is $16.394 trillion.

Some of the more conservative members of Boehner?s conference implied that the debt limit debate is over-hyped and called on the White House to prioritize payments rather than default on its bills.

?President Obama seems to be the only person in Washington who threatens default on America?s debt obligations,? Rep. Steve Scalise, the chairman of the Republican Study Committee, wrote in a statement. ?The President has an obligation to preserve the credit rating of the United States, and hitting the debt ceiling does not immediately trigger a default unless his administration fails to do its job and prioritize our debt payments.?

The federal treasury takes in an estimated $2.5 trillion per year [in revenue], more than enough, Scalise said, to pay about $220 billion in interest payments to stave off default.

?The president is wrong to think of a debt limit increase as a rubber stamp. Those days are over,? Rep. Tom Graves, R-Ga., said. ?The debt limit is one of the last stop signs left in Washington, and Congress should use it to force the president to enact tax and spending reform so that future generations do not bear the burden of this government?s irresponsible behavior.?

Volunteers are needed to work in varying positions in the main shop and the newer annex of the American Cancer Society Discovery Shop at 198 Country Club Gate, Pacific Grove.
