New York Mayor Says iPhone, iPad The Cause For Rising Theft Numbers

The rate of major crimes in New York City was up for 2012, and Mayor Bloomberg blames Apple device theft according to a New York Times report.

In 2012 New York City saw an increase of 3,484 major crime incidents throughout all five boroughs. The increase in the number of stolen Apple devices increased by 3,890 incidents throughout the year. Without the increase in Apple device thefts major crime numbers would actually be down from 2011.

Mayor Bloomberg specifically mentioned iPhones and iPads as devices that thieves regularly target. Competing Android devices weren?t mentioned by name.

Skip to the present, and N4BB has apparently come across news images of it, minus the fuzz. Aside from being clearer, the phone's screen is notably powered on in this round images -- essentially proving it's more than a dummy. While we've known the unit is likely part of RIM's N-Series, the site notes that its actual model number may officially be presented as the X10 (not to be confused with Sony Ericsson, Klipsch and Fujifilm offerings of the same moniker). Things will certainly become even clearer on January 30th, that's for sure -- for now, hit the source link for a couple of more images.

Shop at a Salvage Grocery Store and Save a Ton of Money on FoodWhile there are lots of ways to save money at the regular supermarket, to make your food dollars go even further, consider shopping at a salvage grocery (a.k.a. grocery outlet). These outlets get their food from supermarkets that have to return groceries to their warehouses. A few of the reasons this happens is if the supermarket orders more items than they need, a case is dropped (lightly damaging the packaging for a couple of cans or boxes), items are overstocked because they're out-of-season, or even if the manufacturer changes the packaging or re-brands the item.

All that unused inventory ends up at these salvage stores, where you can buy them at rock-bottom prices (e.g., Terra Chips for $0.25 a bag or a gallon of juice for $0.75, according to a thread on Frugal Village?though the prices are from a few years ago). Many outlets even accept manufacturer's coupons but might not accept credit cards.

Apple to drop patent claims against new Samsung phone

SAN FRANCISCO (Reuters) - Apple Inc has agreed to withdraw patent claims against a new Samsung phone with a high-end display after Samsung said it was not offering to sell the product in the crucial U.S. market.

Apple disclosed the agreement in a filing on Friday in U.S. District Court in San Jose, California. Representatives for both Apple and Samsung declined to comment.

Last month Apple asked to add the Galaxy S III Mini and other Samsung products, including several tablet models, to its wide-ranging patent litigation against Samsung.

In response, Samsung said the Galaxy S III Mini was not available for sale in the United States and should not be included in the case.

Apple won a $1.05 billion verdict against Samsung earlier this year but has failed to secure a permanent sales ban against several, mostly older Samsung models. The patents Apple is asserting against the Galaxy S III Mini are separate from those that went to trial.

Samsung started selling the Mini in Europe in October to compete with Apple's iPhone 5. In its filing on Friday in U.S. District Court, for the Northern District of California, Apple said its lawyers were able to purchase "multiple units" of the Mini from Amazon.com Inc's U.S. retail site and have them delivered in the United States.

But Samsung represented that it is not "making, using, selling, offering to sell or importing the Galaxy S III Mini in the United States." Based on that, Apple said it agreed to withdraw its patent claims on the Mini, "so long as the current withdrawal will not prejudice Apple's ability later to accuse the Galaxy S III Mini if the factual circumstances change."

The case in U.S. District Court, Northern District of California is Apple Inc. vs. Samsung Electronics Co Ltd et al., 12-630.

Unselfish brain cells found in monkeys

Brain cells that fire only when monkeys act unselfishly may provide clues to the neural basis of altruism, according to a new study.

In the study, the cells fire in rhesus monkeys when they gave juice away, but not when they received it. The findings, published Dec. 23 in the journal Nature Neuroscience, may shed light on why many animals (including humans) exhibit kind, unselfish behavior that doesn't directly benefit them.

The new findings provide a "complete picture of the neuronal activity underlying a key aspect of social cognition," Matthew Rushworth, a neuroscientist at Oxford who was not involved in the study, wrote in an email. "It is definitely a major achievement."

Do-gooder impulse
Why animals act unselfishly has been a longstanding mystery. Yet they routinely do: Monkeys will go without food rather than shock compatriots, and mice will also starve rather than hurt friends.

This primitive do-gooder impulse in animals may have evolved into the altruism we see in humans today, said study co-author Michael Platt, a neuroscientist at Duke University.

But understanding how altruism works in the brain has been trickier. When people do something unselfish such as give to charity, reward circuits that usually fire when eating chocolate or doing something pleasurable are activated, Platt told LiveScience.

Clearly, though, people feel a difference between doing good for themselves and being kind to others. That raised the question of how the brain encodes unselfish, other-oriented acts separate from personal gain.

Playing for juice
To find out, Platt and his colleagues taught rhesus monkeys to play a simple computer game where they looked at different shapes to either give themselves, a nearby neighbor monkey, or nobody a squirt of juice.

Unsurprisingly, monkeys almost always give themselves juice when they have the option.

After teaching the monkeys the rules of the game, the researchers set up another trial where they could either give the other monkey juice or give it nothing. None of the choices led to a tasty juice squirt for the actor monkey. [ Image Gallery: Cute Gelada Monkeys ]

During the trials, electrodes in the monkey's brain recorded the electrical firing from neurons in brain regions suspected of playing a role in altruism.

Helper monkeys
The monkeys consistently preferred doling out juice to other monkeys over giving nothing. When the researchers replaced the second monkey with another bottle of juice, the monkeys showed no preference for dispensing juice, showing that they were motivated by the reward to the other monkey.

A brain region called the orbitofrontal cortex, which is known to play a role in reward processing, fired when monkeys got juice squirts for themselves.

"The orbitofrontal cortex seems to be all about your personal reward. It's egocentric," Platt said.

Intriguingly, however, some neurons in a region called the anterior cingulate gyrus fired when the monkey got its own juice, while others fired when monkeys gave their neighbors juice.

That same brain region has been implicated in other social processes. For instance, a person's anterior cingulate gyrus fires when he watches his romantic partner get pinched, for instance, Platt said.

While it's not clear exactly what's going on in the monkeys' brains, the results suggest that this brain region may be partly responsible for creating primitive forms of empathy.

Platt speculates that this region may operate similarly in humans and may encode vicarious experiences when others are happy or sad.

"That vicarious experience and reward is perhaps what actually drives giving behavior and perhaps drives charity in people," he said.

White House meeting a last stab at a fiscal deal

WASHINGTON (AP) ? President Barack Obama was preparing to present a limited fiscal proposal to congressional leaders at a White House meeting Friday, a make-or-break moment for negotiations to avoid across-the-board tax increases and deep spending cuts at the first of the year.

Lawmakers and White House officials held out a slim hope for a deal before the new year, but it remained unclear whether congressional passage of legislation palatable to both sides was even possible.

The Friday afternoon meeting among congressional leaders and the president ? their first since Nov. 16 ? was likely to center on which income thresholds would face higher tax rates, extending unemployment insurance, and preventing a cut in Medicare payments to doctors, among other issues.

For Obama, the eleventh-hour scramble represented a test of how he would balance strength derived from his re-election against an avowed commitment to compromise in the face of divided government. Despite early talk of a grand bargain between Obama and House Speaker John Boehner that would reduce deficits by more than $2 trillion, the expectations were now far less ambitious.

Although there were no guarantees of a deal, Republicans and Democrats said privately that any agreement would likely include an extension of middle-class tax cuts with increased rates at upper incomes, an Obama priority that was central to his re-election campaign.

A key question was whether Obama would agree to abandon his insistence during the campaign on raising taxes on households earning more than $250,000 a year and instead accept a $400,000 threshold like the one he offered in negotiations with Boehner. Another was whether Republicans would seek a higher income threshold.

The deal would also likely put off the scheduled spending cuts. Such a year-end bill could also include an extension of expiring unemployment benefits, a reprieve for doctors who face a cut in Medicare payments and possibly a short-term measure to prevent dairy prices from soaring, officials said.

If a deal was not possible, it would become evident at Friday's White House meeting, and Obama and the leaders would leave a resolution for the next Congress to address in January.

Such a delay could unnerve the stock market, which edged lower for a fifth day Friday amid worries that lawmakers would fail to reach a budget deal. Economists say that if the tax increases are allowed to hit most Americans and if the spending cuts aren't scaled back, the recovering but fragile economy could sustain a traumatizing shock.

Obama called for the meeting as top lawmakers on Thursday alternately cast blame on each other while portraying themselves as open to a reasonable last-minute bargain.

Senate Democratic Leader Harry Reid all but conceded that any effort at this late date was a long shot. "I don't know timewise how it can happen now," he said.

The No. 2 Senate GOP leader, Jon Kyl of Arizona, said it is "pretty unlikely" that Senate Republicans would agree to legislation averting the fiscal cliff if it wouldn't pass muster in the House.

"If you know the House isn't going to do something, why go through the charade?" he told reporters. "That becomes political gamesmanship."

Obama and Reid, D-Nev., would have to propose a package that Senate Republican Leader Mitch McConnell would agree not to block with procedural steps that require 60 votes to overcome.

Sen. Chuck Schumer of New York said he still thinks a deal could be struck.

The Democrat told NBC's "Today" show Friday that he believes the "odds are better than people think."

Schumer said he based his optimism on indications that McConnell has gotten "actively engaged" in the talks.

Appearing on the same show, Republican Sen. John Thune noted the meeting scheduled later Friday at the White House, saying "it's encouraging that people are talking."

But Sen. Bob Corker, R-Tenn., predicted that "the worst-case scenario" could emerge from Friday's talks.

"We will kick the can down the road," he said on "CBS This Morning."

"We'll do some small deal and we'll create another fiscal cliff to deal with the fiscal cliff," he said. Corker complained that there has been "a total lack of courage, lack of leadership," in Washington.

If a deal were to pass the Senate, Boehner would have to agree to take it to the floor in the Republican-controlled House.

Boehner discussed the fiscal cliff with Republican members in a conference call Thursday and advised them that the House would convene Sunday evening. Rep. Tom Cole, R-Okla., an ally of the speaker, said Boehner told the lawmakers that "he didn't really intend to put on the floor something that would pass with all the Democratic votes and few of the Republican votes."

But Cole did not rule out Republican support for some increase in tax rates, noting that Boehner had amassed about 200 Republican votes for a plan last week to raise rates on Americans earning $1 million or more. Boehner ultimately did not put the plan to a House floor vote in the face of opposition from Republican conservatives and a unified Democratic caucus.

"The ultimate question is whether the Republican leaders in the House and Senate are going to push us over the cliff by blocking plans to extend tax cuts for the middle class," White House communications director Dan Pfeiffer said. "Ironically, in order to protect tax breaks for millionaires, they will be responsible for the largest tax increase in history."

Boehner, McConnell, Reid and House Democratic Leader Nancy Pelosi are all scheduled to attend Friday's White House meeting with Obama. Vice President Joe Biden will also participate in the meeting, the White House said.

NEW DELHI (AP) ? Indian Prime Minister Manmohan Singh pledged Thursday to take action to protect the nation's women while the young victim of a gang rape on a New Delhi bus was flown to Singapore for treatment of severe internal injuries.

The Dec. 16 rape and brutal beating of the 23-year-old student triggered widespread protests, including a march on Thursday, demanding a government crackdown on the daily harassment Indian women face, ranging from groping to severe violence. Some protesters have called for the death penalty or castration for rapists, who under current laws face a maximum punishment of life in prison.

Rape victims rarely press charges because of social stigma and fear they will be accused of inviting the attack. Many women say they structure their lives around protecting themselves and their daughters from attack.

Singh's government set up two committees in response to the protests. One, looking into speeding up sexual assault trials, has already received 6,100 email suggestions. The second will examine what lapses might have contributed to the rape ? which took place on a moving bus that passed through police checkpoints ? and suggest measures to improve women's safety.

"Let me state categorically that the issue of safety and security of women is of the highest concern to our government," Singh said at a development meeting. He urged officials in India's states to pay special attention to the problem.

"There can be no meaningful development without the active participation of half the population, and this participation simply cannot take place if their security and safety is not assured," he said.

The rape victim arrived in Singapore on an air ambulance Thursday and was admitted to the intensive care unit of the Mount Elizabeth hospital, renowned for multi-organ transplant facilities.

On Thursday night she remained in "extremely critical condition" as a team of specialists worked to stabilize her, Dr. Kelvin Loh, the hospital's chief executive officer, said in a statement. Before arriving in Singapore, she had already undergone three abdominal surgeries and suffered cardiac arrest, he said.

India's Home Minister Sushilkumar Shinde said in a statement that the government, which is funding and overseeing the victim's treatment, had decided to send her abroad on the recommendation of her doctors.

"Despite the best efforts of our doctors, the victim continues to be critical and her fluctuating health remains a big cause of concern to all of us," he said.

Her family was also being sent to Singapore to be with her during her treatment, which could last weeks, he said.

Meanwhile, hundreds of protesters demanding safer public transportation for women and the resignation of Delhi's police commissioner tried to march to the major India Gate traffic circle in central Delhi before being stopped by police in riot gear manning barricades. Protesters carried signs reading, "Immediately end rape culture in India" and "Zero tolerance of violence against women."

Protests have shut down the center of the capital for days since the rape. Police quashed some of the demonstrations with tear gas, water cannons and baton charges.

One police officer died Tuesday after collapsing during a weekend protest. Police said an autopsy showed the officer had a heart attack that could have been caused by injuries suffered during violence at the protest. An Associated Press journalist at the scene said the officer was running toward the protesters with a group of police when he collapsed on the ground and began frothing at the mouth and shaking. Two protesters rushed to the officer to try to help him. Police charged eight people with murder in the death of the policeman.

Police said the rape victim was traveling on the evening of Dec. 16 with a male friend on a bus when they were attacked by six men who gang-raped her and beat the couple with iron rods before stripping them and dumping them on a road. All six suspects in the case have been arrested, police said.

Also Thursday, Ratanjit Singh, a junior minister in the home ministry, said the government would create a database of convicted rapists and publish it, along with their photos, on the ministry website to shame them, according to the Press Trust of India.

(AP) ? Hawaii Lt. Gov. Brian Schatz on Wednesday was appointed the state's next U.S. senator, bucking the dying wishes of U.S. Sen. Daniel Inouye to win the support of Gov. Neil Abercrombie.

Schatz, a 40-year-old former nonprofit CEO who ran with Abercrombie for the state's top two offices in 2010, beat out U.S. Rep. Colleen Hanabusa and Esther Kiaaina, a deputy director in the state Department of Land and Natural Resources. The three candidates were selected by state Democrats earlier in the day.

Four days after eulogizing Inouye in the courtyard of the Hawaii Capitol, Abercrombie said he had to consider more than just Inouye's wishes in filling his seat.

"Of course Sen. Inouye's views and his wishes were taken into account fully, but the charge of the central committee, and by extension then myself as governor, was to act in the best interests of the party ... the state and the nation," Abercrombie said.

"The law makes explicitly clear, as do the rules of the Democratic Party, that while everyone's voice is heard and everyone's view is taken into account, nonetheless, no one and nothing is preordained."

Under state law, the successor had to come from the same party as the prior incumbent.

Inouye, by far Hawaii's most influential politician and one of the most respected lawmakers in Washington after serving five decades in the Senate, died last week of respiratory complications at the age of 88. He sent Abercrombie a hand-signed letter dated the day he died, saying he would like Hanabusa to succeed him, calling it his "last wish."

"While we are very disappointed that it was not honored, it was the governor's decision to make," Jennifer Sabas, Inouye's chief of staff, said in a statement. "We wish Brian Schatz the best of luck."

Inouye would be "very happy" with the choice, Hawaii Democratic Party chairman Dante Carpenter said. Schatz has less experience than some older politicians in the Senate but he will be building seniority, which is "critical" to the state of Hawaii, he said.

"In the words of Sen. Dan Inouye ? invoked more than once ? seniority in the United States Congress is everything," Carpenter said.

Selecting Hanabusa, 61, would have required a special election in Hawaii's 1st Congressional District. Last time that happened, Hanabusa lost to Republican Charles Djou because of a winner-take-all format that split votes between Democrats.

Abercrombie said the possibility of a special election was a factor, as well as Hanabusa's "key position" on the House Armed Services Committee. The governor said she was on her way toward establishing a senior position on that panel, and it's important for Hawaii ? with its four-member delegation ? to establish seniority in both chambers.

Schatz will serve until an election is held in 2014. He said he will run for re-election to try to keep the Senate seat until 2016 ? the end of Inouye's original term ? and would run again for Senate in 2016 if given the chance.

"I can assure you this: I will give every fiber of my being to doing a good job for the state of Hawaii," Schatz said at a news conference. "We have a long and perhaps difficult road ahead of us, but we can succeed if we work together. I understand the magnitude of this obligation and this honor, and I won't let you down."

Hanabusa congratulated Schatz in a statement.

"Having served as chair of the Hawaii Senate Judiciary Committee when the succession law was passed, I fully respect the process and the governor's right to appoint a successor," she said.

Senate Majority Leader Harry Reid had urged Abercrombie to name Inouye's successor before the end of the year. Schatz said he will leave Hawaii for Washington on Wednesday night and be prepared to be sworn in on Thursday. That would make him Hawaii's senior senator heading into the new Congress, which begins Jan. 3.

Sen. Daniel Akaka is retiring at the end of this Congress, after 22 years in the Senate. Democratic Rep. Mazie Hirono was elected in November to succeed him.

Schatz, 40, is a former state representative and a former chairman of the state Democratic Party. He also was a leader of President Barack Obama's campaign in Hawaii in 2008.

Even before winning the 2010 general election, Abercrombie expressed faith in Schatz, saying he would put him in charge of attracting more private and federal investment in Hawaii. Other responsibilities included leading the state's clean energy efforts and Asia-Pacific relations.

In making his case before the party's central committee earlier Wednesday, Schatz said that if he was appointed, he would strive to make serving in the Senate his life's work.

First in line to replace Schatz as lieutenant governor is Senate President Shan Tsutsui, who said he planned to discuss the prospect with his family before deciding.

White Christmas shaping up for parts of West Virginia, with 15 inches piled up on Snowshow

SNOWSHOE, W.Va. - It's shaping up to be a white Christmas in parts of West Virginia, and Snowshoe Mountain is getting a welcome blast of that winter weather.

The resort said Saturday it has received a foot of snow in the last 24 hours and the resort now has 15 inches of snow for skiers and snowboarders to enjoy.

Winds that were gusting to 50 mph are also slowing, according to the resort.

The resort said it plans to open new terrain over the next few days.

How to Finish the Year Strong ? Business Management Daily: Free ...

As I write this, there are still two weeks left in the year.

Two weeks ? almost 4% of the year.

Yet many people are already in holiday-coasting mode.

I?m not suggesting that we shouldn?t enjoy the holidays, and remember their importance. And I realize that some of you reading this will have vacations between now and the end of the year.

None of that is a good excuse to not finish strong.

So what do I mean by finishing strong?

If You Are Working

Do important things. Everything on this list will be important things, but I start here because if you don?t decide to do important things, you may squander these days on tasks like cleaning your desk or cleaning out your email. This time of year is too important to work solely on these types of activities.

Reflect and project. Take some time to think about the past year ? what worked and what didn?t? How did you serve your team well ? and how did you let them down? Then think about the coming year ? how will you best support your team? To give you a full set of refection and projection questions, I?ve been publishing "The 12 (Leadership) Days of Christmas" on my blog. Whether you start questions like these before or after Christmas doesn?t matter as much as that you do ask them.

Use the quieter time. The week between Christmas and New Year?s can be the most productive week of the year if you are in the office. Never are there fewer interruptions and more quiet. Since most leaders constantly talk to me about how busy they are with overflowing calendars, this week offers a chance to plan, strategize and prepare for the New Year.

Focus on goals. Certainly this falls into the ?do important things? category, but it deserves its own spot. ?If your goals for the coming year are set, work on your plans for them. If your goals (personal or organizational) aren?t set, there will never be a better time to set them.

If You Are on Vacation

Really refresh. Don?t just cram every moment with activity and travel. Consciously use at least some of the time for relaxation so when you return you are ready mentally, emotionally and physically to succeed in the New Year.

Read. During your time off, read something inspiring or informative. Use some of your away time to put new information into your mind ? information that will make a difference for you in the coming year.

Remember your potential. Often times when spending time with family and friends we are reminded of who we really are. Think about your values, your true identity and your potential. Don?t leave these things at home when you go back to work. Use this time to remind yourself of what you are capable of being and doing ? and bring it back to work with you.

Maybe you will spend time both at work and away. If this is true, pick items from both lists.

As a leader, these activities are doubly important. Because if you are in a holiday coast, so will be all of your team members. Remember, they are watching you ? more than you realize ? and if you don?t finish strong, neither will the rest of your team. Doing anything other than using the end of the year to think, plan, strategize and prepare for a successful New Year is cheating yourself, your team and your organization.

Google Music gets iTunes-like 'match,' but free

Google has updated its music storage and streaming service with a handy new song-matching?feature pioneered by Amazon and Apple?? but unlike those companies' services, Google's is free.

Apple launched its "iTunes Match" service just over a year ago, which for $25 a year would scan your music library and offer to replace your own music files (wherever they came from) with Apple's own. Amazon began offering a similar service in July, for the same price but with a limited free option.

Google's service, which launched as Google Music last year and was?later?renamed Google Play Music, let you upload your songs to the cloud but lacked the matching feature?? until Tuesday.

Users can now let the service scan their library and assemble an online version of it using Google's own version of the?tracks. No need to upload gigabytes of MP3s; Google just verifies the artist and album and makes it available for you to stream to any supported devices (or through the Web app) in 320?kbps quality?? that's higher than the 256 kbps Amazon and Apple offer.

Best of all, the feature is totally free, and if you're already using the service, you don't need to do anything: Google is?already looking through the tracks you've uploaded and making high-quality versions available.

So if you're not paying, who is? Apparently, Google: All Things D reports that Google is cutting checks up front to music makers instead of giving them a piece of whatever they charge users.

One caveat: The high-quality versions of the songs can't be downloaded for local use?? only streamed online. So if you had visions of replacing your old 1999-era,?96?kbps CD rips with shiny new tracks freshly formed by Google, you're in for a disappointment.

Now, medical science has an amazing new way of looking for this killer; It?s 3D mammography

Every year, there are roughly 40 million mammograms performed in the U.S. alone. Of those 40 million, about 1/10 are called back for invasive biopsies. the mammograms detect about 300,000 cases of breast cancer each year. Just in the U.S., about 40,000 women a year die of breast cancer. Now, medical science says new technology, could drastically reduce that number.

Digital tomosynthesis is a new kind of test that?s trying to overcome these three big issues. It takes multiple x-ray pictures of each breast from many angles. The breast is positioned the same way it is in a conventional mammogram, but only a little pressure is applied ? just enough to keep the breast in a stable position during the procedure. The x-ray tube moves in an arc around the breast while 11 images are taken during a 7-second examination. Then the information is sent to a computer, where it is assembled to produce clear, highly focused 3-dimensional images throughout the breast.

Early results with digital tomosynthesis are promising. Researchers believe that this new breast imaging technique will make breast cancers easier to see in dense breast tissue and will make breast screening more comfortable.

Digital tomosynthesis (pronounced toh-moh-SIN-thah-sis) creates a 3-dimensional picture of the breast using x-rays.

Digital tomosynthesis is approved by the U.S. Food and Drug Administration, but is not yet considered the standard of care for breast cancer screening. Because it is relatively new, it is available at a limited number of hospitals.

Digital tomosynthesis of the breast is different from a standard mammogram in the same way a CT scan of the chest is different from a standard chest x-ray. Or think of the difference between a ball and a circle. One is 3-dimensional, the other is flat.

Stocks edge lower; Apple sinks 4 percent

NEW YORK (AP) -- Apple, the most valuable company in the U.S., slumped Friday, helping to drag down the stock market. A lack of progress in federal budget talks also discouraged investors.

Apple's stock dropped 4 percent after the launch of the iPhone 5 in Beijing failed to draw the long lines of customers that showed up for previous versions, according to news reports. Analysts at UBS cut their earnings estimates and price target for Apple, which lost $19.90 to close at $509.79.

The Standard & Poor's 500 index fell 5.87 points to close at 1,413.58, while the tech-heavy Nasdaq composite sank 20.83 points to 2,971.33. Apple is the biggest stock in both indexes.

The Dow, which doesn't include Apple, fell 35.71 points to 13,135.01. All three stock-market measures ended the week with a loss.

President Barack Obama and House Speaker John Boehner met Thursday to discuss a budget deal to avoid the "fiscal cliff," a collection of higher taxes and government spending cuts scheduled to start Jan. 1. There were no signs of progress, however, and Boehner returned home to Ohio on Friday.

Investors remain confident the two sides will reach a deal soon, said Todd Morgan, a founder of Bel Air Investment Advisors in Los Angeles. But the more time it takes, the more anxious they get.

"People want to move ahead and get past this," Morgan said. "The uncertainty around it is what's making people nervous."

The Labor Department said a steep fall in gas prices pushed down a measure of consumer prices last month. The consumer price index edged down 0.3 percent in November from October, as gas prices sank 7.4 percent, the biggest drop in nearly four years. Consumer prices have risen 1.8 percent over the past year.

The report helped nudge up prices for U.S. government debt, pushing yields down. The yield on the 10-year Treasury note slipped to 1.70 percent from 1.73 percent late Thursday. When inflation is weak, it suggests that interest rates are unlikely to jump, and bond prices unlikely to drop, anytime soon.

Asian markets rose after HSBC said manufacturing in China is picking up. Its index for manufacturing December rose to 50.9, a slight increase from the previous month. Anything above 50 is a sign of growth.

Among other companies in the news:

? Adobe jumped 6 percent after the maker of Photoshop editing software and other applications reported results that beat analysts' expectations. More subscribers for its online Creative Cloud service helped drive revenue and earnings higher. Adobe's stock gained $2.03 to $37.56.

? Best Buy sank 15 percent, losing $2.07 to $12.05. The struggling electronics retailer and one of its founders, Richard Schulze, agreed to give Schulze more time to assemble a bid for the company. That erased nearly all of the gain the stock made Thursday following a report that Schulze would make a bid by the end of the week.

? Silver Bay Realty Trust dipped 26 cents to $18.24 in its first day of trading. Silver Bay raised $245.1 million in its initial public offering Thursday. It plans on using the money to buy thousands of single-family homes and rent them out, as the U.S. housing market slowly heals.

Steel firm settles religious accommodation suit ? Business ...

Pittsburgh-based steel-industry supplier Magnetics International will pay $30,000 to settle a religious discrimination suit filed by an employee in Indiana who claimed the company failed to accommodate his need to worship regularly.

At the time Daniel began working as a laborer at the company, he explained that his Christian beliefs required him to attend church at least every other Sunday. Magnetics agreed to the arrangement, but Daniel?s religion became a polarizing issue.

When the company scheduled him to work on two consecutive Sundays, he reminded his employer of the conflict it would cause. According to Daniel?s complaint, Magnetics insisted he had to work as scheduled and offered no other possible accommodations. Daniel refused to work the second Sunday, and he was fired.

He filed a complaint with the EEOC, which tried to mediate the dispute. When those efforts were unsuccessful, it sued on Daniel?s behalf. Only then did Magnetics offer to settle.

Under the settlement, Magnetics must pay Daniel $30,000 and respond appropriately to all requests for religious accommodation for the next three years. The terms of the settlement also require the company to post a nondiscrimination policy, provide employee training and regularly report its compliance efforts to the EEOC.

Advice: Once you make an accommodations deal with an employee, stick with it. Changing the terms later can easily provoke a lawsuit.

Susan Rice withdraws as secretary of state candidate

WASHINGTON (Reuters) - Susan Rice, the U.S. ambassador to the United Nations and a close confidante of President Barack Obama, withdrew her name from consideration as secretary of state on Thursday in the face of what promised to be a contentious Senate confirmation battle.

Rice has drawn heavy fire from Republicans for remarks she made in the aftermath of a September 11 attack on the U.S. mission in Benghazi, Libya, in which four Americans were killed, including Ambassador Chris Stevens.

"I am highly honored to be considered by you for appointment as secretary of state," Rice said in a letter to Obama. "I am fully confident that I could serve our country ably and effectively in that role. However, if nominated, I am now convinced that the confirmation process would be lengthy, disruptive and costly."

Her decision increases the odds Obama will turn to Senator John Kerry, chairman of the Senate Foreign Relations Committee and the 2004 Democratic presidential nominee, to replace Secretary of State Hillary Clinton when she steps down early next year.

Rice's surprise withdrawal spares Obama a potentially bruising nomination fight in the Senate, even as he grapples with congressional Republicans over tax, debt and spending policy to avoid the "fiscal cliff."

An announcement of Obama's national security team could come as early as next week. Officials say Obama is giving serious consideration to nominating former Republican Senator Chuck Hagel as his defense secretary to replace the departing Leon Panetta.

Obama had harbored hopes of picking Rice, 48, as the nation's chief diplomat. She was an early foreign policy adviser to him when he ran for president in 2008 and became the first black woman to serve as U.S. ambassador to the United Nations. She was widely seen as a natural replacement for Clinton.

But Rice has faced relentless criticism from Republicans about comments she made days after the attack in Libya.

She went on five Sunday television shows on September 16 to say that preliminary information suggested the assault was the result of protests over an anti-Muslim video that was made in California rather than a premeditated strike.

The video, posted on the Internet under several titles including "Innocence of Muslims," mocked the Prophet Mohammad and portrayed him as a womanizer and a fool.

'STRENGTH OF CHARACTER'

U.S. intelligence officials have since said that militants with ties to al Qaeda affiliates were involved in the attacks, and acknowledged there were no protests. Rice has said she relied on talking points from intelligence agencies when she spoke, and Obama has angrily denied suggestions the White House played down terrorist connections for political purposes.

The White House has said Rice's comments were based on the best information she had at the time.

The Libya controversy, combined with a combative style and an eagerness to engage in partisan politics, undermined Rice's case, and visits she made to Capitol Hill in late November seeking to bolster her potential nomination did not help.

Obama, in a letter to Rice, said he was grateful that she would continue in her job at the United Nations. An aide said Obama and Rice spoke by phone earlier in the day.

"While I deeply regret the unfair and misleading attacks on Susan Rice in recent weeks, her decision demonstrates the strength of her character, and an admirable commitment to rise above the politics of the moment to put our national interests first," Obama said.

Rice and Obama are due to meet at the White House on Friday.

Republican Senator John McCain, Obama's 2008 presidential opponent, has been a strong critic of Rice and vowed last month to block any future promotion for her.

"Senator McCain thanks Ambassador Rice for her service to the country and wishes her well," said McCain spokesman Brian Rogers. "He will continue to seek all the facts surrounding the attack on our consulate in Benghazi that killed four brave Americans."

It was unclear why Rice made the decision now to withdraw her name from contention.

In an interview with NBC News, which first reported her decision, Rice said she did not want her candidacy to detract from the early months of Obama's second-term agenda, and priorities like immigration reform and deficit reduction.

"To the extent that my nomination could have delayed or distracted or deflected, or maybe even (made) some of these priorities impossible to achieve, I didn't want that," she said.

"Susan made this decision herself in the interest of avoiding a protracted partisan brawl," said White House spokesman Tommy Vietor.

TOUGH NEGOTIATOR

Russian U.N. ambassador Vitaly Churkin, in a nod to Rice's reputation as a tough negotiator, jokingly told the PBS Newshour: "If it means that Ambassador Rice is going to spend another four years at the United Nations, I'll have to ask for double pay."

One option is for Obama to make Rice his national security adviser, a position that does not require Senate confirmation. But there has been no indication the current national security adviser, Tom Donilon, is leaving any time soon.

Kerry has long been seen as a possible successor to Clinton. He has friends on both sides of the political aisle and if nominated, is expected to win bipartisan confirmation easily after the new Senate convenes in January.

The Massachusetts Democrat in a statement called Rice "an extraordinarily capable and dedicated public servant." He added that "I've felt for her throughout these last difficult weeks" of political attacks.

As he molds a second-term national security team, Obama also has to name a CIA director to fill the position left by retired General David Petraeus, who resigned as a result of a sex scandal. Acting Director Michael Morell is a candidate for the top CIA job, along with White House counterterrorism chief John Brennan.

Also in the mix for the Pentagon job are Michele Flournoy, a former undersecretary of defense for policy, and Ashton Carter, the current deputy defense secretary.

Officials have discussed announcing the new national security team in a package. In another major appointment, White House chief of staff Jack Lew is a leading contender to replace Timothy Geithner as treasury secretary when he leaves after negotiations with Congress over U.S. fiscal policy.

Description

In this Funding Opportunity Announcement (FOA), the National Cancer Institute (NCI) is seeking applications for the AIDS and Cancer Specimen Resource (ACSR). The primary objective of the ACSR will be to acquire, store and equitably distribute tumor tissues, biological fluids and associated demographic data from patients with HIV-associated malignancies. In addition, the ACSR will serve and support biorepository banking activities for the AIDS Malignancy Clinical Trials Consortium (AMC). The AMC is an NCI funded, multicenter clinical trials group that performs clinical trials research in the treatment and prevention of HIV-associated malignancies. Due to the changing HIV epidemic and recent estimates of the associated malignancy trends, applicants are encouraged to focus their efforts in acquiring high priority collections that would include: 1) biospecimens with associated clinical, pathological, diagnostic, and demographic data; 2) fresh frozen biospecimens that are suitable for comprehensive molecular and genomic analyses; 3) biospecimens collected with informed consent acceptable for high level future use for deep sequencing and genome wide association studies; 4) biospecimens representing non-AIDS defining cancers (NADCs); and 5) biospecimens from the developing world, especially Sub-Saharan Africa.

Teen Dating Violence Linked to Depression, Substance AbuseTeens in an abusive relationship may be more likely to develop later emotional and substance abuse problems, according to new research published in the journal Pediatrics.

The study involved more than 5,600 12- to 18-year-olds who had been involved in one or more relationships with the opposite sex back in 1996. About one-third of these said they had experienced relationship violence, including emotional and physical abuse.

Specifically, participants were asked if they had ever been called names, insulted, or treated disrespectfully by their partner. They were also asked if they had been threatened with violence, pushed, shoved, or had something thrown at them.

Five years later, those who answered yes to any of these questions were more likely to be involved in unhealthy behaviors. In particular, girls who had been victims of dating violence as teens were more likely to binge drink, have symptoms of depression, smoke, and think about suicide as young adults, compared with girls who were in healthier relationships.

Boys who experienced dating violence in their teens were more likely to be antisocial, think about suicide, and smoke marijuana as young adults than boys who did not report any dating violence or abuse.

Both genders who were in physically abusive relationships as teens were also two to three times more likely to be in abusive relationships at ages 18 to 25, the study shows.

?Children and teens need to know what it means to be in a healthy dating relationship,? said researcher Deinera Exner-Cortens of Cornell University in Ithaca, N.Y.

?Parents, teachers, and health care providers all have a role to play in encouraging healthy relationships and modeling respect, trust, and open communication.?

In other words, it?s ?do as I say and do as I do? when helping kids understand what a healthy relationship looks like, she said.
